However, it is still difficult to report worrying information in some places. This is mainly reflected in the following aspects:

Second, the scale is difficult to grasp. In the process of reform and opening up, new situations and problems emerge one after another. People often have different views and evaluations on some problems in work or society, especially those involving the creative implementation of existing policies, and it is difficult for information personnel to draw conclusions and report them.

Third, it is difficult to report in time. After information personnel learn a negative piece of information, some leaders in charge often refuse to report it on the grounds of "verifying the facts" or intercept it on the pretext of "internal handling", resulting in some problems that should be reflected to their superiors in time.

Fourth, the relationship is difficult to handle. When the worrying information was adopted by the higher-level publications, especially after receiving the special instructions from the main leaders of the higher level, the leaders of the relevant units mistakenly thought that the information department had exposed their shortcomings and ugliness at the higher level, and they were very unhappy. Some find the information department to defend and question, some talk and create momentum in the upper and lower leaders, trying to eliminate the so-called "influence", and some even blame the information personnel and let them worry about reporting their worries.

These situations show that the difficulties and worries of reporting mainly lie in the ideological understanding of some leading comrades, the writing skills of some information personnel and the effect evaluation of some party and government organs. Therefore, the main solution to the submission problem should be to change three concepts.

First, change the concept of understanding.

Cognition is the dynamic reflection of the subject to the object, and cognition plays a guiding role in practice. Ideas and consciousness play an important role in submitting problematic information. The existence of old ideas will inevitably affect and hinder the establishment of new ideas. Only by abandoning the old ideas that affect the submission of worrying information can we establish new ideas that meet the requirements of market economy. Specifically, five viewpoints should be made clear in ideological understanding.

(1) Failure to report a problem does not mean that there is no problem. Marxist philosophy holds that existence determines consciousness. What kind of existence, what kind of consciousness As long as the problem occurs, there will be feelings, understanding and reflection on this problem. There are only problems that may be covered up, and there are no problems that disappear on their own. Failure to report the problem will not only fail to solve the problem in time, but will lead to the expansion of the problem. It can be seen that the practice of not reporting worries is not conducive to work.

(2) Not reporting the problem is not a sign of being responsible to the leader. In today's information age, there are various channels to transmit information. If you don't say it, people will say it; This department does not report, and that department reports; This passage is impassable, and that passage is passable. Since the problem has happened, it is impossible to hide it; Since the problem exists, it is impossible not to let others know. It's not that the superior leaders don't know the problems of the subordinate units, it's just a matter of time. Leaders can't solve problems in time without knowing the situation in time. It can be seen that the method of concealing problems and not reporting them is incorrect.

(3) Reporting problems does not mean "making trouble". There are many channels for superior organizations to understand the situation of subordinate organizations and grass-roots units, and information channel is an important channel. If the subordinate organization does not truthfully report the situation to the superior organization, then the superior organization cannot fully grasp and understand the situation, effectively make and implement decisions, and guide the work and solve problems in a targeted manner. If submitting worrying information to higher organizations is regarded as "disturbing", then the style of seeking truth from facts advocated by the party will be difficult to persist. The so-called "making mistakes" refers to breaking and damaging the original intact surface by improper means. From the part of speech, "cheating" is a derogatory term and cannot be used on information workers of party committees; Proceeding from reality, it is the responsibility of information personnel to reflect problems to higher-level organizations. On the contrary, we should poke the loopholes in our work impartially; The more accurate the stab, the more it can hit the key point and promote the solution of the problem. Therefore, not only can we not regard complaining as "making mistakes", but we should also regard it as a normal way to uncover the lid and plug the loopholes. It can be seen that the statement that newspaper problems are equivalent to "making mistakes" is untenable.

(4) Advocating reporting problems does not mean that reporting results is not allowed. In the new period of reform and opening-up, under the leadership and guidance of the Party, the achievements made in the work are primary, while the existing problems are secondary. These problems are all problems in the process of progress and can be overcome. Advocating objective reflection of problems is carried out on the premise of fully reflecting achievements, which not only reports worries, but also reports good and worries. If we only reflect the problems but not the achievements and experience gained in our work, we will deviate from the direction and do the opposite. It can be seen that it is not appropriate to report good news without reporting worries.

(5) Don't be afraid of being implicated when reporting problems. Once the worrying information is adopted by the higher-level publications or instructed by the main leaders, the leaders of the relevant units will create trouble for the information personnel through various channels. In this regard, information personnel should be open-minded, calm-headed and strong-willed. On the one hand, we should believe that objectively reflecting the problem is right, on the other hand, we should believe that leaders will make correct conclusions. Practice has proved that "reporting problems" and "being implicated" are not necessarily related. It can be seen that the idea of reporting problems for fear of being implicated should not exist.

Second, change the concept of writing

Writing information is the process of sorting out, processing and writing the data collected by investigation. This process is particularly important for reporting worries, and a little carelessness will bring trouble. A valuable and influential negative message is usually a perfect combination of content and writing skills. When writing worrying information, we should pay attention to the following points:

Formally, we should cut to the chase. Information is written for leaders, so it is not advisable to take up more leadership time. So, don't talk empty words, don't beat around the bush, come straight to the point, reflect any problems and write down the reasons. From the perspective of columns, columns can be set up, such as "problem research", "problem discussion" and "problems and suggestions". It can be pointed out directly from the title to attract attention, such as "it is difficult to cash the wages of migrant workers in XX community" and "it is suggested to study and solve relevant policy problems in the anti-corruption struggle"; From the content point of view, at the beginning of the article, we can point out the problems to be reflected with finishing words, such as "the sampling survey results of XX community 100 enterprises in June showed that the output value and tax revenue of enterprises showed a downward trend".

The information about reporting worries mainly includes seven aspects: (1) "thorny" problems encountered in the implementation of decisions and policies. The feedback of this kind of information is helpful for superior leaders to improve decision-making, solve difficulties and promote the implementation of decisions, principles and policies. (2) The "hot spots" that the grassroots people are eager to solve. For example, public security issues, market prices, and arbitrary charges by management departments have attracted much attention from the masses. When the superior leaders master this information, they also master the social conditions and public opinion, and they may take measures to avoid and overcome mistakes in their work. (3) The decisions and policies of the superiors are in contradiction with the actual work of the grassroots. Timely reflection of such problems is conducive to the continuous improvement of policies by superiors and the maintenance of social stability. (4) The grass roots are at a loss for new situations and new problems not covered by the superior policies. Reflecting this information in time can help leaders improve their decision-making. (5) Problems that may arise when the situation changes, such as "group petitions may occur in XX community". Predicting and reporting this kind of information in advance is helpful for leaders to assess the situation, grasp the trend, put their work ahead and turn passivity into initiative. (6) People from all walks of life have different understandings and views on the decision-making of superiors. Timely feedback on this situation will help to enhance the feasibility and authority of the new policy. (7) Major enemy situation, social situation, sudden political events, natural disasters, major accidents, etc. Reflecting such problems as soon as possible through information channels is conducive to enhancing the initiative of work and promoting the timely solution of problems.

-Finally, we should "shine". The style of question information generally consists of four parts: title, background, event and ending. Prompt the consequences of not solving the problem in time. Such an outcome can make the superior leaders understand the seriousness of the problem and make arrangements as soon as possible. (4) Heuristic. Put forward the methods and countermeasures to solve the problem. This writing can inspire leaders' thinking and make them have a new understanding of the long-standing and deteriorating problems in work and society.

-Language should be moderate. The nature of the problem should be measured and appropriate, and it should not be exaggerated, let alone embellished. Subjectively, two principles should be embodied in compiling problematic materials: first, clear views and concise words; Second, the analysis is profound and easy to understand. Objectively, we should highlight three characteristics: first, mass. We should use the language of the masses to reflect the things around us, convey the voices of the masses with their suggestions and demands, and enhance the intimacy and sense of responsibility of superior leaders. The second is popularity. For some deep-seated problems, the analysis should be profound and thorough, and the narrative should be easy to understand, so that the superior leaders can see clearly and remember firmly. The third is primitive nature. The so-called originality is to "truly" reflect the views and opinions of the masses. For example, "Yesterday, more than a thousand people petitioned in XX Community, and the broad masses strongly demanded the implementation of the policy. Some people threatened to kill their heads and blow up the cement factory because of their hard life. " This way of writing plays an irreplaceable role, including logical reasoning.

Third, change the concept of effect.

The effect of information refers to the effect produced by the function of information. Whether reporting good news or bad news, we should pay attention to the effect and the effect. Information that is useless can be said to be worthless information. To evaluate the validity of worrying information, we can follow four principles:

First, the worrying information that enters the leadership decision-making is useful information. The basis of leadership decision-making comes from many aspects: higher-level documents stipulate and lower-level reports reflect; Some are obtained through investigation and research, and some are information feedback. When the information reflecting a problem that needs to be considered by the superior decision reaches the leader, the leader can read it several times or put a bullet in it, which proves that the content of this information has left a deep impression on the leader's mind. Although he has not made a statement for the time being, the decision will be made sooner or later. The spirit of decision-making can be embodied in a document, a meeting or an appropriate occasion. Such information not only has practical function, but also has long-term significance.

Second, the worrying information given by the main leaders at higher levels is valuable information. Superior leaders have to read a lot of documents and written materials every day, most of which only have a general understanding, and a few have a key grasp, and even less personally give instructions. The superior leader made a special instruction on a certain news, indicating that this news has attracted the attention of the leaders. This information can be used not only as an example to check the implementation of the decision, but also as a basis for improving the decision.

Third, the worrying information adopted by higher-level publications is useful information. Higher-level publications can receive a large number of information manuscripts every day, but few people use them. Generally speaking, the amount of manuscripts used only accounts for one tenth or one tenth of the amount of manuscripts received. This situation shows that information without weight is difficult to be adopted by higher-level publications. The worrying information submitted by the lower level was adopted by the higher level publications in time, indicating that its content is correct and its quality is superior. Fourth, the worrying information that promotes problem solving is effective information. The fundamental purpose of reflecting problems is to solve them. Such information can not only help grassroots cadres solve problems, but also promote the solution of practical problems.

Information that meets any of the above four items should be regarded as effective information, advanced information and excellent information.
