Disabled people include people with visual disabilities, hearing disabilities, speech disabilities, physical disabilities, intellectual disabilities, mental disabilities, multiple disabilities and other disabilities. Article 3 The work for the disabled shall follow the principles of government leading, social participation, state support, market promotion, overall consideration and classified guidance. Article 4 The people's governments at or above the county level shall strengthen their leadership over the work of the disabled and incorporate the cause of the disabled into the overall plan for national economic and social development and the assessment system for the development of social undertakings; To formulate development plans and annual plans for the disabled; Establish a stable fund guarantee mechanism for the disabled, and include the funds for the disabled in the fiscal budget at the same level, and gradually increase with the growth of fiscal revenue; Strengthen the informatization construction of disabled people's work and do a good job in the investigation, monitoring and statistics of disabled people's situation. Article 5 People's governments at or above the county level shall be responsible for organizing, coordinating, guiding and urging relevant departments to do a good job in the work for the disabled, study and solve major problems in the work for the disabled, and supervise the implementation of relevant laws and regulations.
The Federation of Disabled Persons (hereinafter referred to as the Disabled Persons' Federation) is entrusted by the government to carry out work for the disabled, mobilize social forces, develop the cause of the disabled, and undertake the daily work of the Working Committee for the Disabled of the people's government at the same level.
State organs, social organizations, enterprises and institutions, urban and rural grassroots mass autonomous organizations and other organizations shall, in accordance with their respective functions and duties, do a good job in the work of disabled people. Sixth the formulation of local regulations and other normative documents, involving the rights and interests of the disabled and the development of the cause of the disabled, should listen to the opinions of the disabled and the disabled Federation.
People's governments at all levels and their relevant departments shall invite disabled persons' federations to participate in the supervision, inspection and acceptance of rehabilitation, education, employment, poverty alleviation and development, culture and sports, social security and barrier-free construction related to the rights and interests of disabled persons.
When people's congresses at all levels and CPPCC committees elect deputies and members, there should be candidates with disabilities. Enterprises and institutions with more disabled persons shall have representatives of disabled persons at the workers' congress. Seventh people's governments at all levels and disabled persons' federations shall commend and reward units and individuals that have made remarkable achievements in the work of disabled persons. Chapter II Prevention and Rehabilitation Article 8 People's governments at or above the county level shall establish a disability prevention and monitoring network.
Health, population and family planning departments and disabled persons' federations should establish and improve the prevention and early intervention mechanism of neonatal birth defects; Establish an early reporting system for disabled children, carry out screening, diagnosis, evaluation, monitoring, referral and treatment for disabled children, and establish rehabilitation files and databases for disabled children.
In view of genetic abnormalities, diseases, drug abuse, safety accidents, environmental pollution and other disabling factors, health, safety production, environmental protection and other departments should take measures to prevent disability and reduce the degree of disability.
The propaganda department should publicize the knowledge of disability prevention and raise public awareness of disability prevention.
The education department should incorporate the knowledge of disability prevention into the education courses of physical education and health, physical hygiene and biology in schools at all levels. Article 9 People's governments at all levels shall carry out rehabilitation work for the disabled according to the rehabilitation plan formulated by the state.
The Working Committee for Disabled Persons of the People's Government at the county level shall organize and coordinate relevant departments of civil affairs and health, urban and rural grassroots mass autonomous organizations, families of disabled persons and other social forces to carry out community rehabilitation services for disabled persons. Article 10 The people's governments at or above the county level shall incorporate the medical rehabilitation projects for the disabled that meet the requirements of the state into the basic social medical insurance coverage. People's governments at or above the county level shall organize relevant departments to carry out rescue treatment and rehabilitation for disabled children, and provide basic rehabilitation services such as medical rehabilitation, assistive devices adaptation and rehabilitation training for disabled children under the age of 6 free of charge. Eleventh people's governments at or above the county level shall set up rehabilitation institutions for the disabled, encourage and support social forces to set up rehabilitation institutions for the disabled.
Tertiary general hospitals and qualified secondary general hospitals, specialized hospitals and traditional Chinese medicine hospitals should set up rehabilitation medicine departments. Community health service centers and township hospitals should gradually establish rehabilitation rooms for the disabled, equipped with full-time and part-time rehabilitation workers and rehabilitation training equipment.
Education, health and other departments should incorporate the training of rehabilitation professionals into the educational planning of medical colleges in this province. Twelfth assistive devices service institutions established by disabled persons' federations at all levels shall do a good job in the supply, adaptation and maintenance of assistive devices for the disabled.
Encourage medical institutions and enterprises to strengthen the research, development and promotion of assistive devices for the disabled.
