(1) Regulations on Exploration and Exploitation of Mineral Resources by Foreign Investment in Yunnan Province (1adopted at the 10th meeting of the Standing Committee of the Ninth People's Congress of Yunnan Province on July 29th, 999)
(2) Regulations on Land Registration in Yunnan Province (adopted at the 31st meeting of the Standing Committee of the Ninth People's Congress of Yunnan Province on October 29th, 2002/KLOC-0).
(3) Regulations on Prevention and Control of Occupational Diseases in Yunnan Province (adopted at the 9th meeting of the Standing Committee of the 11th People's Congress of Yunnan Province on March 27th, 2009)
(4) Regulations on the Administration of Salt Industry in Yunnan Province (adopted at the 24th meeting of the Standing Committee of the 11th People's Congress of Yunnan Province on July 27th, 201/) II. According to the 10th meeting of the Standing Committee of the 12th People's Congress of Yunnan Province on July 27th, 20 14, the following 32 local regulations are amended.
(1) Article 29 of the Measures for the Implementation of the Water Law of People's Republic of China (PRC) in Yunnan Province is amended as: "Units and individuals that build, rebuild or expand water intake construction projects shall apply to the water administrative department of the people's government at or above the county level for water intake permit procedures according to the examination and approval authority."
(2) Item 3, Paragraph 1, Article 7 of the Regulations on Hydrology in Yunnan Province is amended as: "(3) Technical personnel with hydrological or related professional knowledge."
(3) Amend the second paragraph of Article 14 of the Regulations on Soil and Water Conservation in Yunnan Province to read: "If it is really necessary to borrow soil, dig sand or quarry for emergency repair of railways, highways and water projects in the areas specified in the preceding paragraph, the emergency repair unit shall take soil and water conservation measures."
The phrase "at the same level as the project approval and filing department" in the first paragraph of Article 16 is amended as "at or above the county level".
Paragraph 2 of Article 18 is deleted.
Paragraph 1 of Article 20 is amended as: "Before production and construction projects are put into use, production and construction units shall organize the acceptance of water and soil conservation facilities in production and construction projects that should be prepared according to law." The second paragraph is amended as: "After the water and soil conservation facilities pass the acceptance, the production and construction units shall make the acceptance results and materials public and report them to the examination and approval authority of the water and soil conservation plan."
(four) delete the "Yunnan province geological environment protection regulations" in the first paragraph of article eleventh "evaluation results announced by the provincial administrative department of land and resources within fifteen days from the date of acceptance".
Delete Article 13.
(five) the "provincial people's government or the State Council" in the first paragraph of Article 21 of the Regulations on Land Management in Yunnan Province is amended as "the organ that originally approved the overall land use planning".
(six) by deleting the first and second paragraphs of article nineteenth of the Regulations on the Development of New Wall Materials in Yunnan Province.
Delete Article 22.
Delete the third and fourth items of Article 25.
Delete Articles 29 and 31.
(seven) by deleting "Yunnan province bulk cement promotion regulations" twelfth, thirty-first.
(8) Paragraph 2 of Article 5 of the Measures of Yunnan Province for Implementing the Law of the People's Republic of China on Agricultural Technology Popularization is amended as: "Agricultural technology popularization shall be carried out by combining national agricultural technology popularization institutions (hereinafter referred to as agricultural technology popularization institutions) with agricultural scientific research institutions, relevant schools, farmers' professional cooperatives, agriculture-related enterprises, mass scientific and technological organizations and farmers' technicians."
Delete the first paragraph of Article 8.
(9) Paragraph 1 of Article 19 of the Regulations on Prevention of Meteorological Disasters in Yunnan Province is amended as: "Units engaged in lightning protection device detection shall obtain the lightning protection device detection qualification certificate issued by the competent meteorological department at or above the provincial level according to law."
Delete Articles 20 and 21.
Article 22 is amended as: "Units that have not obtained the qualification certificate for lightning protection device detection shall not engage in lightning protection device detection activities.
"Units that have obtained the qualification certificate for lightning protection device detection shall not engage in lightning protection device detection activities beyond the qualification level."
The first paragraph of Article 45 is amended as: "The meaning of the following terms in these Regulations:" Units engaged in lightning protection device detection refer to units that have obtained the qualification certificates of lightning protection device detection issued by meteorological authorities at or above the provincial level according to law, and have obtained the qualification certificates issued by meteorological authorities in the State Council, electric power authorities in the State Council or telecommunications authorities in the State Council according to law, except for units engaged in lightning protection device detection in power and communication. "
(10) Amend the first paragraph of Article 24 of the Yunnan Meteorological Regulations to read: "Units with atmospheric environmental impact assessment qualifications shall use meteorological data that meet the national meteorological technical standards when conducting atmospheric environmental impact assessment of construction projects."
