Discussion on some problems and countermeasures in geological data service

Geological data is the result of geological work and the main carrier of serving the society, which is of great significance to ensuring economic and social development. In recent years, various geological data exchange institutions have continuously improved their service mechanisms, enriched their service methods and improved their service quality, which has provided strong support for geological work, disaster prevention and mitigation and engineering construction. At present, there are still some problems to be solved urgently in the aspects of informatization, information sharing, personnel quality and service product development. Based on the analysis of the problems, this paper puts forward corresponding countermeasures and suggestions.

Geological work is an important leading and basic work of economic and social development, serving all aspects of economic and social development. Geological data is the main carrier of geological work serving the society [1]. The important role of geological data and the importance of geological data service can be seen from this.

The cause of geological data in New China has gone through 62 years of development, and high-quality data collection institutions all over the country have accumulated a lot of geological data. According to statistics, by the end of June 20 1 13, 443,000 kinds of geological data had been collected by the National Geological Archives and the geological data collection agencies of 3 1 provinces (autonomous regions and municipalities), and 483 boreholes with a core of 235,500 meters and 40 137 slices were kept in the Physical Geological Data Center of Land and Resources. Geological data exchange institutions have the responsibility to give full play to the role of geological data, so that these valuable data can serve economic and social development to the maximum extent, and serve geological work, disaster prevention and mitigation, engineering construction and other fields.

In recent years, various geological data collection agencies have attached great importance to geological data services. While using modern information technology to improve the traditional service mode, they have created many new service modes, the service field has been continuously expanded and the service level has been significantly improved. However, there are still some problems in geological data service, which restrict the further improvement of geological data service level. This paper analyzes four problems and puts forward corresponding solutions.

1 Problems existing in geological data service

1. 1 The service informatization level of geological data collection institutions is obviously different.

All provincial geological data collection agencies are providing Internet services, but the service contents are quite different. Some have established special service websites, and some have set up geological data columns on the websites of provincial land and resources authorities. Those with less service content only provide basic contents such as library overview, catalogue inquiry, service guide, contact information, etc. More services also provide online browsing and downloading of news trends, regulations and standards, data products and geological data. There are also obvious differences in the frequency of updating service content among these websites.

The pace of geological data collection institutions in the construction of electronic reading rooms is also different. Some electronic reading rooms of collection institutions can provide browsing of all collection materials, while others can only provide browsing of some collection materials.

1.2 Insufficient information sharing among geological data collection agencies

China's geological data collection institutions include National Geological Archives, Land and Resources Physical Geological Data Center, provincial geological data collection institutions and entrusted geological data storage units. Each collection agency provides its own service, and there is a lack of cooperation between collection agencies. Under the existing management and service system, there is no smooth information sharing channel. Geological data collection agencies do not have sufficient and authoritative information and data, which will inevitably affect the improvement of geological data service quality [3].

1.3 The quality of geological data service personnel needs to be improved.

Whether it is library service or telephone consultation service, the staff of geological data service need to communicate with users enthusiastically and patiently, so that users can get high-quality and efficient service. In the process of service, if the staff's service consciousness, self-cultivation or professional quality are not strong, it will greatly affect the overall evaluation of the collection organization by users. For example, when answering the consultation telephone, some staff members don't understand or answer the questions raised by users because of their limited professional level and lack of work experience, and users can't get satisfactory answers; Users go to the library to borrow materials, but the staff ignore them after entering the door, or are blunt and impatient when communicating with users.

1.4 The development of geological information service products needs to be strengthened urgently.

Developed countries such as the United States, Canada and Australia have increased their investment in research and development of geological data, providing rich geological information service products for the society. The existing geological information service products in China are professional and mainly used in geological work, but the development of public-oriented service products is not enough. Moreover, there are few comprehensive service products developed for important economic zones, important metallogenic areas, major engineering construction areas, major geological disaster areas and important geological problem areas, which are not convenient enough to use. The social benefits and social influence of service products are still low, and there is no unified and authoritative service product release [4]. Developing geological information service products is also a way to decrypt classified geological data, which can provide more services for users who are not qualified to borrow and copy classified geological data. At present, the services provided by geological data collection institutions in China are mainly borrowing and copying geological data, and the research of geological data and the development of service products are still in the initial stage. Due to the shortage of service personnel in collection agencies, it is still difficult to provide daily services, and few people are engaged in the development of service products.

2 Countermeasures to improve the service level of geological data

2. 1 Promote the informatization construction of geological data collection service.

The service informatization level of geological data collection institutions is influenced by factors such as funds, personnel and service concept. The collection institutions with low informatization level should actively create conditions, speed up the informatization construction of geological data services, strive to catch up, make Internet services and library services more convenient and efficient, and provide better services for the society. For geological data service websites, collection agencies should further optimize the column setting, enhance the retrieval function, expand the service content, and facilitate users to obtain information; For electronic reading rooms, collection agencies should increase capital investment, improve service facilities, speed up data digitization and improve service efficiency.

2.2 Strengthen cooperation and information sharing among geological data collection agencies.

In the process of national geological data management and service system construction, various geological data collection institutions should pay attention to strengthening inter-library cooperation and information sharing, exchange needed goods and win-win cooperation. Great progress has been made in this regard in recent years. The national geological data information cluster service platform has been put into operation; Since 2009, the Ministry of Land and Resources has continued to promote the entrusted custody of original and physical geological data such as oil and gas. At present, 35 units, including China Petroleum Daqing Oilfield, have become entrusted storage units of geological data; The National Geological Data Catalogue Center integrates 540,000 geological data file-level catalogues of 76 nodes, and provides query services for the society by using the Internet. At the same time, China Geological Survey is also starting to establish a geological information sharing service mechanism for its subordinate units and build a geological information service platform. However, the inter-library cooperation and information sharing mechanism of geological data collection institutions needs to be further improved, and it is necessary to strengthen consultation among collection institutions, formulate policy standards and integrate geological data information resources on the basis of existing achievements.

2.3 Improve the professional quality and service awareness of geological data service personnel, and enhance the image of service window.

Geological data exchange institutions should adopt various ways to improve the quality of geological data service personnel, establish an effective incentive mechanism, create a satisfactory window and strive for first-class service. Collection agencies can formulate targeted training plans from the aspects of geological data policies and regulations, service awareness and service etiquette, and strengthen the training of geological data service personnel. Training can be organized by itself or jointly with other collection agencies. In addition to training, we can also improve the professional level of employees through job competition and employee exchanges in different positions. The geological data service staff wearing badges has an immediate effect on improving the image of the service window.

2.4 Vigorously develop geological information service products

The State Council's Decision on Strengthening Geological Work (Guo Fa [2006] No.4) clearly puts forward "promoting the research and development of geological data and giving full play to the role of existing geological data". Geological data exchange institutions should strive to set up geological information service product development posts or enrich the service product development strength, actively understand the needs of users, make full use of information technology and other technical means, systematically sort out and process geological data, develop diversified and sustainable service products, enrich the geological information service product system and expand the service scope.

3 Conclusion

Strengthen geological data service, always on the road. Geological data exchange institutions should actively seek the support of higher authorities, create conditions, improve the service environment, strive to implement the requirements of the geological data service convention, and actively participate in the geological data information sharing and social service system construction. Geological data service personnel should establish a user-centered concept, constantly update their knowledge, enhance their professional ability, improve their own quality, provide better and efficient services for users, and contribute to the cause of geological data.
