Talents are divided into domestic and international first-class talents (Class A), national leading talents (Class B), provincial leading talents (Class C), municipal leading talents (Class D) and excellent professionals (Class E) according to their abilities and contributions.
In terms of housing security for talents, housing subsidies are given to qualified talents, and "one person, one policy, one thing, one discussion" is implemented for Class A talents; B, C, D talents can get up to 50% housing subsidy, up to 6,543,800 yuan, 700,000 yuan and 400,000 yuan; E-class full-time doctoral and master students can enjoy one-time housing subsidies of 6.5438+0.5 million yuan and 6.5438+0.5 million yuan. Eligible talents can get housing subsidies. The monthly expenses for A-class talents, B-class talents, C-class talents and D-class talents are 5,000 yuan, 4,000 yuan, 3,000 yuan and 2,000 yuan, respectively, for a maximum of five years.
E-level full-time doctoral and master students can enjoy monthly living allowances of 1.5 million yuan and 1.000 yuan within three years. Full-time undergraduate and junior college graduates can get 700 yuan rent and 500 yuan rent subsidies every month for up to three years. During the "Fourteenth Five-Year Plan" period, the city will build no less than 205,000 sets of affordable rental houses, and eligible college students can rent them at market prices economically.
Declaration procedures and materials
(1) Registrar. Enterprises registered enterprise accounts in Jinan online housing subsidy platform, and opened "personal accounts" and "permissions" for qualified personnel.
When registering an account online, a unit must provide basic information of the enterprise and submit the following materials: power of attorney, business license, legal person certificate of public institution, etc.
(2) Personal application. After the applicant logs into the information system with the account designated by the company and inquires about the names, ID numbers and authority of individuals and family members, the system will submit information such as marriage, education, talent level, social security, online signing and filing, and real estate registration to the employer. If the system does not complete the automatic query, relevant materials (originals or photos) can be uploaded as required.
Among them, foreign college graduates need to upload the original scanned copies or photos of foreign academic degree certificates issued by the Ministry of Education to the Internet.
(3) Network audit. After verification by the employer, it shall be audited by the Housing and Urban-Rural Development Bureau of the city (district) under its jurisdiction. The housing and urban-rural construction departments of all districts and counties have systematically and automatically compared the applicant's marital status, talent category, education, social security payment, and online signing of house purchase. The applicant's housing information will be automatically checked 10 working days.
(4) making an announcement. At the beginning of each month, the municipal affordable housing management center will summarize the information of qualified personnel last month and publish it on Jinan Talent Network for a period of 5 working days. After publicity, if there is no objection, the housing and urban-rural development bureaus of all districts and counties will issue them to their personal social security card financial accounts.
Related requirements
1. The applicant and the respondent shall fill in the application materials truthfully and objectively; The employer shall verify the basic information of the applicant and the information submitted to ensure the authenticity and validity of the information provided.
2. The housing and urban-rural construction departments of all districts and counties (administrative committees) shall arrange personnel during working hours, be responsible for handling relevant business consultation and services, and verify the applicant's family by means of system data and departmental joint examination. By the city affordable housing service center to organize personnel to carry out business guidance, system support, information collection and publicity.
3. Establish a credit file. Once found, the units and individuals who cheat, impersonate or take subsidies will be recovered, and reported to the relevant departments, and incorporated into the Jinan public credit information platform for joint punishment. Those who violate the law shall be handed over to judicial organs for handling.
