China's current laws and regulations guiding enterprise accounting and reporting practices are mainly formulated by the Ministry of Finance and the China Securities Regulatory Commission, including accounting standards, general financial rules, industry accounting systems and financial systems issued by the Ministry of Finance and information disclosure rules and standards issued by the China Securities Regulatory Commission. Generally speaking, these laws, regulations and corresponding corporate accounting and reporting practices basically do not involve environmental issues. Although a few enterprises have signs of voluntary disclosure, there are great differences between enterprises in the handling of business involved in environmental accounting and the disclosure form of environmental accounting information. In addition, China's current tax law also provides for tax reduction and exemption for some enterprises. Although these regulations encourage enterprises to prevent and control pollution from the positive side of tax reduction and exemption, they lack clear provisions on information disclosure. In addition, the relevant regulations on information disclosure of listed companies also lack the complete content of environmental accounting information disclosure and the coordination with other environmental laws and regulations. Although since 1999, China Securities Regulatory Commission has attached great importance to environmental protection, emphasizing environmental auditing for enterprises in heavily polluting industries before listing, at present, environmental auditing is only an internal control, and it has not been publicly disclosed to shareholders. In this way, due to incomplete information disclosure, investors may invest their funds in enterprises with serious pollution, thus aggravating environmental pollution and destruction. Without knowing the truth about the environmental protection of enterprises, the majority of shareholders will inevitably bear the investment risks brought by the closure or banning of listed companies and ordering them to stop production because they do not meet the environmental protection requirements, which is not conducive to the healthy development of the stock market.
(B) The disclosure of environmental accounting information lacks the extensive participation of the whole society
At present, some enterprises in our country still have the idea of "attaching importance to the economy and neglecting the environment", and unsustainable behaviors such as "polluting first and then treating" are still very popular, and the public's overall awareness of environmental protection is relatively low. In this case, some enterprises may be reluctant to disclose environmental accounting information. The research on environmental accounting in the accounting field is mostly confined to the micro level, which limits environmental accounting to enterprise environmental accounting and ignores the macro level environmental accounting; Or take macro-environmental accounting as a statistician's business and lack participation in macro-environmental accounting research. There are two defects in this research situation: first, the understanding of environmental problems is not comprehensive enough; Secondly, it is not recognized that the environment is a public product, and effective control of the environment requires macro and micro accounting systems, which is not conducive to the convergence of macro and micro environmental accounting in the accounting system.
(C) Environmental accounting information disclosure lack of operability
The establishment of environmental accounting is a systematic project. As a complete system, environmental accounting theory needs to consider the relationship and influence of various factors. Judging from the existing achievements, most papers only pay attention to one aspect of environmental accounting theory, and there are few achievements in studying environmental accounting theory as a system and whole. A considerable number of scholars, when studying environmental accounting, stop discussing after writing one or two articles, and can't conduct in-depth or systematic research on a certain issue, so it is difficult to have a representative work with a certain depth. In terms of research methods, there are more articles on normative research and fewer articles on empirical research. At present, it is unreasonable and unfair for enterprises in China not to disclose these problems, which will inevitably affect their understanding of financial status, operating results, environmental status and environmental performance, and also affect their enthusiasm in environmental protection to some extent. The main reasons for ignoring environmental problems in current enterprise accounting and reporting in China are as follows: the current environmental management regulations and supervision methods implemented by enterprises only consider the information needs of the country; At present, the management organization of enterprise accounting and reporting lacks the principles and regulations on environmental information disclosure and related information disclosure; Existing enterprises and accountants have long been accustomed to implementing state regulations and have no habit of voluntary disclosure; Accounting theory lacks practical research. For more than ten years, China's accounting circles have been busy with the mode reform of traditional financial accounting, but they have not paid enough attention to the information disclosure of environmental accounting.
(D) Environmental accounting information disclosure system lacks supporting environmental accounting standards.
Although some enterprises in China have realized the importance of environmental accounting and have the motivation to disclose environmental information, unfortunately, due to the lack of operational accounting standards and the lack of theoretical fulcrum of combining environmental accounting with practice, environmental accounting practice lacks corresponding theoretical guidance and there is a blind spot in environmental accounting information disclosure; Because environmental accounting standards are highly operational, there are no ready-made environmental accounting standards and environmental accounting information disclosure regulations for reference at present, and the research and consultation work needed to formulate this standard will be very complicated and it will take time to come out.
