The high-tech enterprise certification project is managed by the Ministry of Science and Technology, and consists of provincial science and technology commissions and municipal science and technology bureaus. Enterprises need to apply for the identification of high-tech enterprises, and must prepare the identification materials of high-tech enterprises, and submit them to the high-tech office of the county-level science and technology bureau for review and publicity. The publicity period is generally about 5 days, and the certificate of high-tech enterprise can be formulated, sealed and issued. The certificate is valid for 3 years.
You need to submit valid data such as annual reports of high-tech enterprises regularly within 3 years before you can continue to enjoy the support and preferential policies of high-tech enterprises.
Enterprises can also call the local science and technology bureau to understand the conditions for consulting high-tech enterprises and obtain authoritative and effective information.
Its main responsibilities are as follows
(a) to determine the direction of the national high-tech enterprise certification management, and to consider the work report on the certification management of high-tech enterprises;
(two) to coordinate and solve major problems in the identification and implementation of relevant policies;
(3) adjudicating major disputes in the identification of high-tech enterprises, and supervising and inspecting the identification work in various regions;
(four) put forward rectification opinions on the areas where major problems appear in the identification of high-tech enterprises.
As a high-tech enterprise, it must meet the following conditions:
1. Enterprises must be registered for more than one year when applying for accreditation;
2. The enterprise obtains the ownership of the intellectual property rights that support the core technology of its main products (services) through independent research and development, transfer, donation and merger;
3. The technology that plays a core supporting role in the main products (services) of the enterprise belongs to the scope stipulated in the "high-tech field supported by the state";
4. The proportion of scientific and technical personnel engaged in R&D and related technological innovation activities in the enterprise to the total number of employees in the enterprise in that year is not less than10%;
5. The proportion of the total research and development expenses of the enterprise in the last three fiscal years (calculated according to the actual operating time if the actual operating period is less than three years, the same below) to the total sales revenue in the same period meets the requirements.
