Workers and their spouses who have not obtained public housing through free distribution, demolition and resettlement, renewal of rent or other forms are workers without housing.

Employees who purchase commercial housing should be within the scope of no households.

Individual employees who have not allocated housing in the unit, and their spouses have purchased public housing at the cost price or standard price of unit leasing or housing reform, should not be houseless households.
