In accordance with the provisions of hierarchical management, cities, prefectures and cities are invited to conduct preliminary examination and review of qualifications.

Conditions, application procedures and annual inspection requirements for the establishment of intermediary service agencies such as real estate appraisal, consultation and brokerage.
First, the establishment of real estate intermediary service institutions should have the conditions:
1. has its own name and organization;
2. Have a fixed service place;
3. Have a certain amount of property and funds;
4. Having a certain number of professionals;
5. Other conditions stipulated by laws and administrative regulations.
The establishment of real estate intermediary service institutions shall be registered with the administrative department for industry and commerce, and the business license shall be obtained before they can start business.
Second, the declaration procedure:
1. Apply to the local administrative department for industry and commerce for pre-approval of the name of the intermediary service enterprise;
2 to the local administrative department for Industry and commerce intermediary service enterprise name pre-approval, real estate intermediary service institutions qualification declaration form and other relevant information to the local city and state real estate (construction) administrative departments to apply for qualification examination;
3. Apply to the provincial construction administrative department for qualification examination and approval, and obtain the corresponding qualification certificate;
4. Hold the "Qualification Certificate of Real Estate Intermediary Service Agency" to register with the administrative department for industry and commerce and apply for the "Business License of Enterprise as a Legal Person";
5. Tax registration;
6 to the local real estate (construction) administrative departments for the record.
Three, to apply for the qualification of intermediary service institutions must prepare information:
1. Real estate intermediary service agency qualification declaration form truthfully filled out as required;
2. A copy of the enterprise name certificate approved by the administrative department for industry and commerce or a copy of the business license stamped with the special seal for qualification application of the administrative department for industry and commerce;
3. Articles of association;
4. Legal documents on the ownership or use right of the fixed business premises (office premises) (ownership certificate or lease certificate);
5. capital verification certificate;
6. The identity certificate of the legal representative of the enterprise;
7 professional and technical personnel qualification certificate and employment contract;
8. In addition to the above conditions, foreign-invested enterprises shall also go through the relevant examination and approval procedures in accordance with the laws and administrative regulations of foreign-invested enterprises.
Four, annual inspection requirements:
(a) the qualification of real estate intermediary service institutions is approved every two years. The annual inspection period is from 1 October1day to 1 1 month 30th. Institutions that fail to apply for annual inspection on time during this period are deemed to have voluntarily waived their qualifications.
(two) annual inspection declaration procedures:
1. Apply to the local real estate (construction) administrative department for annual qualification inspection, receive and fill in the annual inspection declaration form, and prepare other attachments as required;
2. By the local city, state real estate (construction) administrative departments of the initial qualification annual inspection and re-inspection, submitted to the provincial construction administrative departments for examination and approval, in the copy of the qualification signed opinions and stamped with the special seal for annual inspection.
3. For enterprises that do not meet the original qualification standards or do not participate in the annual qualification inspection, the administrative department in charge of real estate (construction) where the enterprise is located shall put forward examination opinions, report them to the original qualification examination and approval department for examination and approval, downgrade or revoke the qualification grade certificate, and submit them to the administrative department for industry and commerce for change or revocation of the business license;
(3) Information required for annual inspection:
1. Fill in the annual inspection declaration form of real estate intermediary service agency qualification truthfully as required;
2. A copy of the valid business license of the enterprise as a legal person;
3 intermediary service project performance, fees and other statistical annual report data;
4. A copy of the tax receipt;
5. Personnel receiving business training and knowledge updating;
6. Other relevant documents and certificates.
Qualification Grade of Real Estate Intermediary Service Institutions in Guizhou Province (Provisional) Standard
I. Qualification grade of real estate appraisal institutions:
Qualification level: (level 1)
Registered capital: 6,543,800 yuan or more;
Professionals: more than 7 registered real estate appraisers;
Proportion of certified employees to the total number of employees: 70%;
Working hours and performance requirements: have been engaged in real estate appraisal business for more than four years, and independently evaluate the subject matter construction area of more than 6,543,800 square meters every year;
Employment restrictions: professionals are only allowed to work in an evaluation agency;
Examination and approval authority: Ministry of Construction;
Business scope: It can engage in all kinds of real estate appraisal across provinces, autonomous regions and municipalities directly under the Central Government.
Qualification grade: (Grade II)
Registered capital: more than 700,000 yuan;
Professionals: more than 5 registered real estate appraisers;
Proportion of certified employees to the total number of employees: 70%;
Working hours and performance requirements: engaged in real estate appraisal business for more than three consecutive years; The subject matter construction area independently appraised every year is more than 60,000 square meters;
Employment restrictions: professionals are only allowed to work in an evaluation agency;
Examination and approval authority: Provincial Construction Department;
Business scope: engaged in real estate price evaluation such as buying and selling, leasing and mortgage in the province.
Qualification grade: (Grade III)
Registered capital: more than 400,000 yuan;
Professionals: more than 3 registered real estate appraisers;
Proportion of certified employees to the total number of employees: 70%;
Working hours and performance requirements: engaged in real estate appraisal business for more than two consecutive years; Independent valuation of the subject matter construction area of more than 20 thousand square meters per year;
Employment restrictions: professionals are only allowed to work in an evaluation agency;
Examination and approval authority: Provincial Construction Department;
Scope of business: engaged in evaluation projects with a construction area of less than 50,000 square meters in the urban area where it is registered.
Qualification grade: (provisional grade)
Registered capital: more than 400,000 yuan;
Professionals: more than 3 registered real estate appraisers;
Proportion of certified employees to the total number of employees: 70%;
Working hours and performance requirements: those who fail to meet the three-level requirements;
Employment restrictions: professionals are only allowed to work in an evaluation agency;
Examination and approval authority: Provincial Construction Department;
Scope of business: engaged in evaluation projects with a construction area of less than 30,000 square meters in the urban area where it is registered.
Second, the real estate consulting agency qualification grade:

Professionals: 3 or more persons with intermediate or above titles such as real estate economics, law, evaluation, construction and accounting. (or working in the real estate field for more than five years and holding a consulting license);
Employment restrictions: professionals are only allowed to work in an evaluation agency;
Examination and approval authority: Provincial Construction Department;
Scope of business: Engaged in real estate consulting business such as real estate laws, policies, transactions, evaluation, financial consulting, real estate intermediary activities, information services, etc. within the urban area where it is registered.
Three, the real estate broker qualification grade:
Qualification level: (level 1)
Liquidity: more than 500,000 yuan;
Professionals: at least 8 people with intermediate or above titles such as real estate economics, appraisal and brokerage, law, architecture and accounting (or working in the real estate field for more than five years and holding employment certificates);
Employment restrictions: professionals are only allowed to work in an evaluation agency;
Examination and approval authority: Provincial Construction Department;
Scope of business: the province accepts the entrustment of the parties and provides real estate information, agency, consulting and other services for the parties; Introduce the relevant processes of buying and selling houses, leasing, exchanging objects and handling real estate transactions.
Qualification grade: (Grade II)
Liquidity: more than 300,000 yuan;
Professionals: more than 5 people with intermediate or above titles such as real estate economics, appraisal and brokerage, law, construction and accounting (or working in the real estate field for more than five years and holding employment certificates);
Employment restrictions: professionals are only allowed to work in an evaluation agency;
