Improve support policies
(9) Innovating the construction and operation mechanism. Distinguish the operational and non-operational attributes of sponge city construction projects, establish a cooperation mechanism of risk sharing and income sharing between government and social capital, and adopt various forms such as clarifying the right of operating income, government purchasing services and financial subsidies to encourage social capital to participate in the investment, construction and operation management of sponge city. Strengthen contract management, strict performance appraisal and performance pay. Encourage powerful scientific research and design units, construction enterprises, manufacturing enterprises to combine with financial capital, set up enterprise groups or consortia with comprehensive business capabilities, organize and implement projects related to sponge city construction by general contracting, and give full play to the overall benefits.
(10) Increase government input. The central government should give play to the role of "four or two", arrange funds to support it through existing channels, and actively guide the construction of sponge cities. Local people's governments at all levels should further increase the investment in sponge city construction funds, provincial people's governments should strengthen the overall planning of sponge city construction funds, and urban people's governments should give priority to sponge city construction projects in medium-term financial planning and annual construction plans, and include them in the scope of local government procurement.
(11) Improve financing support. All parties concerned should take the construction of sponge city as a key livelihood project, give full play to the role of development and policy finance, and encourage relevant financial institutions to actively increase credit support for the construction of sponge city. Encourage banking financial institutions to provide medium-and long-term credit support for the construction of sponge city under the premise of controllable risks and sustainable business, actively carry out innovative loan business such as purchasing expected benefits from service agreements, and increase financial support for sponge city construction projects. Eligible projects in sponge city construction will be included in the scope of special construction fund support. Support qualified enterprises to raise funds by issuing corporate bonds, corporate bonds, asset-backed securities and project income bills for sponge city construction projects.
