Undertaking urban investment projects requires qualification filing.

Some things before construction, such as land acquisition, land use permit, planning permit, construction drawing review, construction funds in place, and qualifications of all parties, need to be reviewed, which can be understood as filing before construction. Some material inspection, engineering entity inspection and material re-inspection reports in the construction process need to be inspected and filed by qualified units, which is called filing in the construction process.

After the completion of the project, the record of completion acceptance is a narrow record, which refers to the Administrative Measures for the Record of Completion Acceptance of Housing Construction and Municipal Infrastructure Projects (Order No.2 of the Ministry of Housing and Urban-Rural Development) revised and promulgated by the Ministry of Housing and Urban-Rural Development in 2009, which stipulates that all newly built, expanded and rebuilt housing construction projects in China must be completed and accepted for the record. Emergency rescue and disaster relief projects, temporary housing construction projects and farmers' self-built low-rise houses are not included.
