The Opinions on Returning to Hometown to Start a Business further lowers the threshold for returning to hometown to start a business, relaxes the registration conditions for the residence of entrepreneurs, comprehensively implements one address, multiple addresses, and cluster registration, and allows individual industrial and commercial households without shops to engage in retail business to "take multiple photos at one address". Encourage all districts and cities to rely on existing development zones, agricultural industrial parks, idle land, factories and other stock resources, integrate and build a number of returning entrepreneurial parks, and give financial support.

According to the Opinions on Returning Home to Start a Business, returning home to start a business can enjoy tax relief. For migrant workers and other personnel who meet the conditions of returning to their hometowns to start businesses, enterprise income tax can be reduced or exempted, and value-added tax, business tax, education surcharge, local education surcharge, water conservancy construction fund, cultural undertakings construction fee and employment security fund for the disabled can be exempted, thus reducing the unemployment insurance rate.

In addition, the Opinions on Returning to Hometown for Entrepreneurship will include returning to hometown for entrepreneurship in the scope of entrepreneurship policy support.
