Why was the Hangzhou-Wenzhou high-speed railway postponed?

Legal analysis: the Hangzhou-Wenzhou high-speed railway has not started substantially, mainly because the project company was not established, which led to the failure of project construction and supervision bidding. As a dual demonstration project of national PPP and mixed ownership reform, Hangzhou-Wenzhou high-speed railway is a private railway project, and its preliminary work is more complicated and time-consuming than other railways. At present, private capital has been selected, and Parkson United Group, the winning bidder of PPP, has discussed the establishment and construction mode of the project company with China Railway Corporation for many times. It is expected that the project company will be established in September this year, and substantial construction will be started during the year. It is expected to be completed and opened to traffic in 2022.
