The ownership agreement of Tieling Power Plant (Phase I) was signed in Beijing on June165438+1October 1 1 2006 under the auspices of the State-owned Assets Supervision and Administration Commission of the State Council. Party A and Party B are respectively china huadian corporation and Liaoning Energy Investment (Group) Co., Ltd. Both parties confirm that Party A owns 5 1% of Liaoning Tieling Power Plant and Party B owns 49% of Liaoning Tieling Power Plant. Tieling Power Plant (Phase I) is an investment project in the process of China's transformation from planned economy system to market economy system. Due to the irregular investment and loan, many changes have taken place in the management subject with the national system reform, and the ownership of enterprise property rights was not clear enough in the past. After the power system reform, in order to promote the enterprise reform of Tieling Power Plant (Phase I), clarify the property right relationship, establish a modern property right system, and promote the better development of enterprises, the State Council SASAAC and Liaoning SAAC have done a lot of fruitful coordination work on the ownership of the plant. Huadian Group and Liaoning Energy Investment Co., Ltd. reached an agreement on the ownership of Tieling Power Plant (Phase I) in Liaoning after full communication and consultation according to the establishment process and assets status of Tieling Power Plant. As a shareholder of Tieling Power Plant, we will merge the first and second phases of the power plant at the same time, set up a new company-based enterprise, realize one factory and one system, and operate according to the requirements of modern enterprise system, so as to build Tieling Power Plant into a large factory with an installed capacity of 2.4 million kilowatts as soon as possible to ensure the preservation and appreciation of state-owned assets. It is reported that Huadian Group and Liaoning Energy Investment Company have established a good cooperation mechanism. At present, the two sides have reached a joint venture agreement on the construction of 2× 600,000 kW units in Tieling Power Plant (Phase II) in the same proportion. The project company has been established and is actively carrying out project approval.
