Later, he served as general manager of Shanghai Waigaoqiao Free Trade Zone Development (Holding) Company, acting president of Shanghai Wanguo Securities Company, deputy general manager and general manager of Shanghai Jiushi Company, general manager of Shanghai Urban Construction Investment and Development Company and deputy secretary of the Party Committee. In August 2006, he served as Party Secretary of Pacific Insurance Group. In September 2006, he served as Party Secretary and Chairman of Pacific Insurance Group.
