According to the government at that time, the first bus was granted the franchise because it did not operate any public transport services in Hong Kong, which was in line with the trend of introducing new operators by the government. At the same time, the first automobile also made a most important promise: to take over all the former CMB employees and solve the problem of whether the former CMB employees will stay or not. After this bidding, CMB withdrew from the franchised bus market and entered the real estate industry in an all-round way.
