The deterioration of the natural environment and the discharge of pollutants directly affect the life and health of local people. The safety standard of tap water in China has not only failed to catch up with the foreign direct drinking standard, but even the most basic water source has been polluted.
20 1 1 Industrial water pollution accidents occur frequently in China.
In April this year, about 600 tons of silicon tetrachloride waste liquid entered the urban sewage treatment plant in large quantities through Zhongxiang urban drainage pipe network in Jingmen, Hubei Province, causing the treatment plant to be paralyzed for more than two months, and the urban production and domestic sewage was poured into the moat, stinking.
Also in April, some people in Qifeng Chiqi Village, Dafeng City, Jiangsu Province went to the health center for treatment because of physical discomfort. It is suspected that the tap water that villagers drink is polluted. The Dafeng Municipal Party Committee and the county government attached great importance to it and immediately launched an emergency plan. The preliminary conclusion of the investigation team is that the tap water supplied by the villagers' groups 2, 3 and 4 in Chiqi Village is polluted by chemicals and organisms. The cause of pollution was initially found out: at the beginning of April, the upstream tap water pipeline in this area was broken many times due to tree planting, excavation and other reasons, and the water plant in this town adopted intermittent water supply, resulting in sewage infiltrating into the water pipe.
On May 17, the water pollution incident in Heshan Town, wuchang city, Heilongjiang Province caused dozens of children to have adverse reactions such as vomiting and diarrhea. As of 20: 00 on the 23rd, 95 people had symptoms. Cases are mainly concentrated in Heshan Central Primary School, Heshan Kindergarten, Heshan Deaf School and nearby residents. As of 24th 17, 26 children were still receiving infusion treatment in the hospital. On the 25th, two pipeline leaks polluted by tap water were repaired and normal water supply was resumed.
On the evening of June 4th, a traffic accident happened in jiande city, Zhejiang Province, and some phenol leaked from the filling truck flowed into Xin 'anjiang. Due to the influence of heavy rain in this area, part of the leaked phenol flows into Xin 'anjiang with surface water. Xin 'anjiang is located in the upstream of the important drinking water source in Hangzhou, which has a great influence on the normal production and domestic water consumption of downstream residents.
On June 20, the Lion Ridge Dehua Deying Kaolin Factory of Longtan Village Committee in Xin 'an Town, Huazhou City, Guangdong Province illegally discharged untreated acid-containing wastewater for a long time, causing water pollution in the local Longwo River and Limiaoku Bay. The monitoring data show that as of the evening of 20th, the pH value of water quality in Longwo River and Limiaoku Bay has risen and reached the standard, and the water quality of Hedi Reservoir, the downstream drinking water source, is normal, and the water quality of each monitoring section meets or exceeds the Class III standard of surface water.
Recently, water pollution incidents have occurred frequently in many areas, causing people to think deeply about the reasons. According to the information provided by the relevant state departments, there are five main direct reasons: First, the total discharge of water pollutants remains high, and water pollution is quite serious. According to the monitoring by the environmental protection department, in recent years, 27% of the surface water monitoring sections of the seven major water systems in China are inferior to Grade V, and about 1/2 of the urban areas in China are seriously polluted by groundwater, and some areas even have the phenomenon of "all rivers dry up and water quality is completely polluted". Second, the degree of development and utilization of water resources in some river basins is too high, which intensifies the deterioration trend of water pollution. According to the latest investigation and evaluation results of water resources, the development and utilization rates of Huaihe River, Liaohe River and Haihe River are 53%, 66% and 100% respectively, resulting in almost no ecological flow in these rivers in dry season, which greatly reduces the self-purification ability of water bodies in the basin. Third, there are great hidden dangers in drinking water safety for urban and rural residents. According to the investigation by the environmental protection department, the average water quality compliance rate of 222 surface water sources of drinking water in 1 13 key environmental protection cities in China is only 72%, and the water sources in many areas are decreasing, and the drinking water of more than 300 million rural people has safety problems. Fourth, frequent water pollution accidents. Water pollution accidents account for about 49.2% of all environmental pollution accidents. Fifth, the law-abiding cost is higher and the illegal cost is lower.
The new situation of water pollution prevention and control needs to further improve the existing legal responsibilities and increase penalties.
