(hereinafter referred to as the "parking company") is authorized by the municipal government to be responsible for the charging service of temporary parking in Zhanjiang. According to the relevant provisions of the Notice of Zhanjiang Municipal People's Government on Printing and Distributing the Trial Measures for Temporary Parking Management in Zhanjiang (Zhan Fu [2008] No.21), "All municipal roads in the urban planning area are within the standardized management scope of urban temporary parking lots. The municipal roads in the urban planning area mentioned in this paragraph include motor vehicle lanes, non-motor vehicle lanes, sidewalks, public squares, land for road planning, and land for parking building red lines for motor vehicles and non-motor vehicles approved by the municipal planning department. " Therefore, the above municipal roads belong to the management scope of temporary parking of parking companies.
According to Article 33 of the Road Traffic Safety Law of the People's Republic of China: "Within the scope of urban roads, the relevant government departments can plan parking spaces without affecting the traffic of pedestrians and vehicles" and "Specification for Parking Spaces on Urban Roads" issued by the Ministry of Public Security: "Vehicles with two-way traffic widths greater than or equal to 8m and less than 12m can set up single-sided parking spaces, and vehicles with one-way traffic widths greater than or equal to 6m and less than 9m can set up double-sided parking spaces. Therefore, after the road has parking conditions, the parking company can plan temporary parking spaces with the approval of the traffic police department.
