First of all, it connects Beijing-Guangzhou, Beijing-Kowloon and Beijing-Shanghai trunk lines, greatly improving the mobility of the road network. From the map, Bao-Ba Railway just forms the "outer ring" of Beijing-Tianjin railway traffic with the surrounding lines.

Second, make rational use of railway hub resources in the region to reduce the transshipment pressure of Beijing hub. At present, the railway network layout in Beijing-Tianjin-Hebei region is radially distributed around Beijing Railway Hub, which not only improves efficiency, but also brings great pressure to Beijing Hub. During Spring Festival travel rush and Golden Week, the transportation pressure of Beijing hub is well known and is increasing rapidly. The construction of Bao-Ba Railway can reasonably coordinate the passenger and cargo flow and direction in Beijing, Tianjin and surrounding areas.

Third, the construction of Bao-Ba Railway has opened up the development space of Tianjin Port. Tianjin Port is an important port in the north of China. Its rapid development cannot be separated from its own construction, and it must have a broader hinterland. Now self-construction can fully meet its own needs, and the hinterland is the main constraint. Tianjin only lacks a large-capacity road to the west. Recently, Bao-Ba Railway connects Tianjin with Beijing-Guangzhou, Shitai and Taitai trunk railways. After the opening of the long-term Tianbao Line (Tianjin-Baoding-Daxin), the problem of the hinterland of Tianjin Port has been basically solved.

Fourth, communicate the railway traffic in Hebei Province and strengthen the links within the province. Due to the administrative division of this area, Hebei is naturally divided into north and south parts. At present, the railway traffic from Shijiazhuang in central and southern Hebei to Tangshan in eastern Hebei has to pass through Beijing and Tianjin or through Dezhou in Shandong Province, and the delay is inevitable. The construction of Bao-Ba railway can be "straightforward". Starting from Shijiazhuang, it can go directly to Tianjin and Tangshan via Baoding, which solves the problem of direct railway between Shijiazhuang, Tianjin and other central cities, saving 70- 100 km, and is a very desirable railway transportation shortcut.

Fifth, promote the development of the surrounding economy and radiate the old Taihang Mountain area. Xu Shui, Anxin, Rongcheng, Xiongxian and Bazhou, which pass along the Bao-Ba Railway, are all areas with good resources or labor conditions, such as Rongcheng's clothing, Baiyangdian, Xiongxian and Xu Shui's hot springs, which also have certain industrial bases. As an important transportation facility in this area, the Bao-Ba Railway will greatly promote the rapid development of industry, agriculture and tourism along the route. After the completion of the Baoba Railway, the Baoding-Fuping Expressway under construction or about to be built will have a strong radiation on the central part of Taihang Mountain. This area is an old revolutionary base area with fine traditions, which has made great contributions to the victory of War of Resistance against Japanese Aggression and the War of Liberation. The infrastructure construction in this region should also properly reflect the care and inclination for the old revolutionary base areas, and at the same time, the central Hebei region has also obtained favorable conditions for relying on Tianjin Port to accelerate its own development.

Sixth, it can be used as a "sea line" for some inland provinces. After the completion of the Baoba Railway, the western section of the Tianbao Line will be built according to the actual situation, so that the Baoba Railway will extend to Shanxi and communicate with Hebei and Shanxi, opening a middle passage for the transportation of coal in Shanxi and creating favorable conditions for the development of export-oriented economy in the provinces along the line. Bao-Ba Railway has both practical and long-term significance, and plays a very important role in regional economic and social development. However, it has not been started for nearly ten years from planning to now. Bao-Ba Railway is not a problem of one province and one city, but should be incorporated into the regional planning of Beijing-Tianjin-Hebei metropolitan area and implemented as a whole.
