Dalian Locomotive Works is a state-owned enterprise.

CRRC Dalian Locomotive & Rolling Stock Co., Ltd., founded in 1899, is a wholly-owned subsidiary of China CRRC Company. It is the only national key large-scale enterprise in the rail transit industry that can independently develop and export diesel locomotives, electric locomotives, engines and urban rail vehicles in batches at the same time.
