1. State-owned enterprises refer to wholly state-owned enterprises, wholly state-owned companies and state-owned capital holding companies that the State Council and local people's governments perform the responsibilities of investors on behalf of the state respectively, including enterprises at the same level and enterprises formed by their gradual investment under the supervision of central and local state-owned assets supervision and administration institutions.
2. A central enterprise refers to a wholly state-owned or state-controlled enterprise directly managed by the Central People's Government (the State Council) or entrusted by the state-owned assets supervision and administration institution to exercise the investor's responsibilities, and its leading organization is entrusted by the Central Organization Department, the State-owned Assets Supervision and Administration Commission or other central ministries (associations).
Second, the difference
1. The concepts of central enterprises and state-owned enterprises are different. Simply put, central enterprises are a kind of state-owned enterprises. All central enterprises are state-owned enterprises, but not all state-owned enterprises are central enterprises. Central enterprises are a small concept, while state-owned enterprises are a big concept. State-owned enterprises include central state-owned enterprises and local state-owned enterprises, that is, central enterprises and local state-owned enterprises are collectively called state-owned enterprises.
2. Central enterprises are different from subordinate units of state-owned enterprises. Central enterprises are directly managed by the State-owned Assets Supervision and Administration Commission, and some heads of central enterprises are appointed by the Central Organization Department. Generally, state-owned enterprises are under the jurisdiction of local governments, while central enterprises are under the management of other central ministries and commissions.
3. The scale of central enterprises and state-owned enterprises is different. Most of the central enterprises are large enterprises, and more than 85% of the state-owned enterprises listed in China Top 500 are central enterprises. Central enterprises are enterprises owned by the whole people in the true sense and the pillar of the national economy. Central enterprises will define their main business in the future and will basically become leading enterprises in the industry. Generally, state-owned enterprises are under the jurisdiction of local governments, and their development will be restricted by regions.
