Offshore construction hoarding incident

Oceanwide has built four plots, which have been questioned because of several planning adjustments and six years of idleness. According to the real estate industry estimates, in the past six years, only relying on the natural appreciation of land and real estate, the profits of ocean construction will exceed 20 billion yuan. Many experts questioned that the construction of Oceanwide used "planning adjustment" as an excuse to "hoard land" for huge profits and evade relevant supervision and investigation.

In August, 2004, Oceanwide Construction signed a land transfer contract with Beijing Municipal Bureau of Land and Resources, and obtained the development land of plots 1#, 2#, 3# and 4# in the second phase of Oceanwide International Residential Area in Dongfeng Township, Beijing. According to the agreement, the second phase of Oceanwide International Project was originally scheduled to start on February 27th, 2005 and be completed on May 30th, 2007. But up to now, these four plots have not yet started construction, and the idle period is as long as six years. According to the announcement of the offshore construction, the construction land area of these four plots is 305,700 square meters, and the planned construction area is 873 1 10,000 square meters. According to the public information reported by the media, the contract amount of four plots is 224 million yuan.

Zou, property consultant of Oceanwide Sales Center, introduced that Oceanwide International started to sell at18,000 yuan/square meter in the first phase of 2007, and it is estimated that the price of new 20 1 1 will be above 50,000 yuan/square meter. On August 5, 20 10, the board of directors of Oceanwide Construction issued a statement on its website, saying that there was no motive or behavior of "covering the land". The land cost of the project not only needs to pay the land transfer fee, but also includes many expenses such as demolition and farmers' resettlement compensation. Compensation for demolition and infrastructure construction reached more than 4 billion yuan.

Some people in the real estate industry pointed out that according to the construction area of 873 1 10,000 square meters planned in the transfer contract, the opening sales of the second phase next year will reach 43.5 billion yuan. At the beginning, if Oceanwide was completed according to the date stipulated in the land transfer contract, the sales price should be the same as the first phase, 18000 yuan/square meter, and the total sales amount was 157 billion yuan.

In response to the outside world's doubts about land hoarding, on August 4th, Oceanwide Construction issued a clarification announcement, stating that "the plots of Dongfeng Township 1#, 2#, 3# and 4# in Beijing, which the company is responsible for developing, failed to start construction mainly due to the adjustment of project functions and planning, and there is no risk of being reclaimed by the government."

According to the announcement, Beijing Dongfeng Township 1#, 2#, 3# and 4# plots are the second phase of the Oceanwide International Residential Area under development, which belong to Beijing Oceanwide Dongfeng Real Estate Co., Ltd. and Beijing Spark Real Estate Development Co., Ltd., respectively. On June 5438+February 3, 2009, due to the planning adjustment, the project company and Beijing Municipal Bureau of Land and Resources signed a Supplementary Agreement on the land transfer of the above plots, and paid the land transfer fee in full according to the above agreement.
