China's "Twelfth Five-Year Plan" clearly requires "promoting the development and utilization of unconventional oil and gas resources such as shale gas". Since 2009, China has carried out shale gas resource potential evaluation and favorable area optimization, conducted two rounds of bidding for shale gas exploration blocks, approved shale gas as an independent mineral by the State Council, liberalized the shale gas exploration and development market, issued the Notice on Strengthening the Exploration, Development and Supervision of Shale Gas, issued the Technical Specification for Calculation and Evaluation of Shale Gas Resources/Reserves, compiled the Twelfth Five-Year Plan for Shale Gas Development, and issued the Shale Gas Industry Policy. At the same time, China has done a lot of fruitful work in encouraging foreign investment, guiding industrial development, building demonstration areas, promoting scientific and technological research, and reducing taxes and fees for shale gas development and utilization, creating a good investment environment for shale gas exploration and development.
With the strong support of China policy, the development of shale gas in China has achieved phased results. At present, shale gas exploration and development technology and equipment are basically localized, the cost of horizontal wells is decreasing and the construction period is shortening. The single well cost of horizontal wells is reduced from 65.438+0 billion yuan to 50-70 million yuan, and the drilling cycle is reduced from 654.38+0.50 days to 70 days, achieving the shortest drilling cycle of 46 days.
With the technical progress and the continuous introduction of preferential policies, China's shale gas industry made breakthrough progress in the first half of 20 14. At present, shale gas exploration has made breakthroughs mainly in Sichuan, Changning, Weiyuan, Zhaotong, Fuling and Yanchang in Ordos Basin. The tertiary reserves are nearly 500 billion cubic meters, and the annual production capacity has reached 654.38+05 billion cubic meters. According to the data of the Ministry of Land and Resources, by the end of July 20 14, PetroChina, Sinopec and Yanchang Petroleum had produced 680 million cubic meters of shale gas. It is estimated that the planned target of 6.5 billion cubic meters will be reached or exceeded in 20 15.
