1.4 Companies operating must be registered in China Mainland and Hong Kong, and their main business must be conducted in China Mainland and Hong Kong.
1.5 If the applicant runs its business or establishes a wholly-owned company for himself, the applicant must meet the qualifications of 1. 1 to 1.4.

2.2 China Hongkong Youth Entrepreneurship Plan will examine each application, and consider the feasibility of the entrepreneurship plan, the applicant's entrepreneurial determination and ability and their credit records for examination and approval, and select suitable applicants to be interviewed by the jury.
2.3 All applicants must attend the interview of the jury, and their applicants will be considered.

If the application is successful, the maximum loan amount of each company is100000 Hong Kong dollars.
3.2 The repayment period and amount shall be determined by the jury according to the business needs of the applicant. Generally, repayment will be made in monthly installments after half a year of opening, and the repayment period will be calculated on a monthly basis, generally not exceeding 24 months.
3.3 The lender must use the funds according to the loan conditions and loan purposes approved by the China-Hong Kong Youth Entrepreneurship Plan, and show the proof of using the funds to the China-Hong Kong Youth Entrepreneurship Plan.
3.4 The lender must repay the loan on or before the maturity date of the loan, and the overdue repayment needs to pay the related additional administrative expenses.
3.5 China Hongkong Youth Entrepreneurship Plan will require each loan application to show a guarantee. If the applicant fails to repay the loan on time, the guarantor will repay all the money on behalf of the lender.
3.6 The lender must regularly submit business and financial reports to the China-Hong Kong Youth Entrepreneurship Plan, and authorize the secretariat of the China-Hong Kong Youth Entrepreneurship Plan to consult various accounts and materials of its business. The lender must accept the guidance of the entrepreneurial mentor at the same time, and keep close contact with the China Hongkong Youth Entrepreneurship Program Secretariat and its entrepreneurial mentor.
3.7 If the business operated by the lender, the company formation method of its business, and the proportion of shares held by operators/partners/shareholders change, and the relevant changes are not notified to the secretariat of the China-Hong Kong Youth Entrepreneurship Plan at least two weeks before they take effect, or the loans and loan conditions and loan purposes stated in the initiated or operated businesses and plans are not met, or the company refuses to submit or submit false business and financial reports, or other illegal or unreasonable business practices are involved, the China-Hong Kong Youth Entrepreneurship Plan reserves the right to suspend or terminate loans and support services or change individual loans and loans at any time.
3.8 In order to make young people understand the importance of honesty and responsibility, the China-Hong Kong Youth Entrepreneurship Plan reserves all legal rights to recover debts from lenders.
