Shanghai IC R&D Center was established at the end of 2002 with the support of the Shanghai Municipal Government in accordance with the relevant national policies to accelerate the development of IC industry. It is a non-profit public R&D institution open to integrated circuit enterprises, universities and research institutes all over the country, and it is managed as an enterprise according to the modern enterprise system.
In May 2007, it was approved by the National Development and Reform Commission and other six ministries as the National Integrated Circuit R&D Center.
