Under normal circumstances, it takes 5 working days for an enterprise to apply for an account opening permit in basic account. Basic deposit account needs to be reported to the People's Bank for approval.

First, the meaning of basic deposit account

Basic deposit account is the main account for transfer settlement and cash receipt and payment, and the fund receipt and payment of daily business activities and the withdrawal of wages, bonuses and cash can be handled through this account. A depositor can only open a basic deposit account in a bank. Opening a basic deposit account is a prerequisite for opening other bank settlement accounts. According to the Regulations on the Administration of RMB Bank Settlement Accounts, an organization can only choose one bank to apply for opening a basic deposit account.

When a depositor applies for opening a basic deposit account, he should fill in an application form for opening an account, submit the above documents to the seal card stamped with the depositor's seal, and open an account with the approval of the bank and the account opening permit issued by the local branch of the People's Bank of China.

Depositors who meet the third, fourth and fifth conditions and have opened a basic deposit account in a bank may open another general deposit account according to the nature of their funds and management needs.

The opening bank strictly implements the system and discipline, and does not allow depositors to transfer to basic deposit account.

The People's Bank of China shall not issue an account opening permit to depositors transferred to basic deposit account for the reasons mentioned in the preceding paragraph.

Two, to open a basic deposit account, different depositors should issue certificates to the relevant outlets of commercial banks according to the following requirements:

1. An enterprise as a legal person shall issue the original business license of the enterprise as a legal person.

2. An unincorporated enterprise shall issue the original business license.

3. The organs and institutions that implement budget management shall issue the approval or filing certificate of the government personnel department or the preparation committee and the certificate that the financial department agrees to open an account; Non-budget management institutions shall issue the approval or registration certificate of the government personnel department or the establishment Committee.

4. Units above the regimental level of the army and armed police, as well as branches (detachments) that are decentralized on duty, shall be issued with account opening certificates by the financial departments of units above the regimental level of the army and the armed police corps.

5. Social organizations shall issue the Registration Certificate of Social Organizations, and religious organizations shall also issue the approval or certificate from the administrative department of religious affairs.

If the depositor is a taxpayer engaged in production and business activities, it shall also issue a tax registration certificate issued by the tax department. If the tax registration certificate cannot be obtained in accordance with the relevant provisions of the state, it shall not be issued.
