Ask for advice, is the Northeast Expressway divided or dismantled?

After the Reply on Agreeing to the Separation of Northeast Expressway Co., Ltd. (No.2010 [194] of CSRC), the former Northeast Expressway Co., Ltd. newly established two independent joint-stock companies, namely Heilongjiang Traffic Development Co., Ltd. and Jilin Expressway Co., Ltd., so the Northeast Expressway is separated. If it is split, the controlling shareholders should be the same.
