In February 2008, Hunan Chuangyuan Aluminum was awarded the title of "Red Flag Enterprise for Accelerating New Industrialization in the Province" by the General Office of the Provincial Party Committee and the General Office of the Provincial Government. This enterprise is a Sino-foreign joint venture. The project is located in Huilongan Village, Pantang Town, Taoyuan County, Changde City, Hunan Province. The factory site is about 24 kilometers away from Changde City and 45 kilometers away from Taoyuan County. It is rich in electric power resources (there are many hydro-thermal power plants around, with an installed capacity of more than 4 million kilowatts), and the transportation is very convenient (there are Shichang Railway, Shui Yuan Port, Zhang Chang Expressway and 207 national highway nearby).

In this project, a 240KA large intermediate station prebaked anode electrolyzer designed and developed by Guiyang Al-Mg Design and Research Institute is adopted. "CYL" brand aluminum ingots for remelting are divided into two varieties: AL99, 70A and AL99.85. All the properties of the products meet the national GB/T1KLOC-0/96-2002 standard, and passed the national light metal quality supervision and inspection twice in 2003 and 2004. In August 2004, the company also successfully passed the ISO900 1 quality system certification.
