From pure pursuit of throughput to construction of logistics network system
From the perspective of the development direction of world economic integration, the next generation port will become the allocation center of world resources. Therefore, in the process of building an international shipping center and an international logistics center in Northeast Asia, Dalian Port must change from simply pursuing port throughput to building a northeast logistics network system centered on Dalian, which has become the knowledge of port, shipping and logistics enterprises in our city.
Zhang Lipeng, an economist of China Shipping Container Transport Dalian Co., Ltd., believes that the first thing to do is to build a hub port facing Northeast Asia, that is, according to the requirements of building the fourth-generation port international model, Dalian Port will reach the international leading level in terms of software and hardware facilities, customs clearance level and service environment by adding berths, opening up new routes and improving facilities and functions.
In terms of specific measures to improve supporting functions, Li Lin, a senior engineer of Sinotrans Liaoning Co., Ltd., proposed to invest in various storage stations and distribution facilities in or near the port to improve supporting functions such as shipping agency, freight forwarding, information and land transportation, so as to facilitate third-party logistics enterprises to rent various facilities to carry out logistics business and provide convenient and fast logistics services for shippers.
Carry out multimodal transport, rebuild logistics supply chain and jointly develop port and hinterland economy.
On the basis of building a hub port in Northeast Asia, we will build a logistics network that radiates inland hinterland and maritime hinterland with the port as the center. Ports should actively cooperate with suppliers, manufacturers and sellers to form an efficient logistics chain and put it into container multimodal transport. Zhang Lipeng suggested to build inland dry ports in western Liaoning and eastern Mongolia, improve railway facilities and schedule density in some areas, build fast-track rail-sea combined transport, and form a northbound international container transshipment channel with Dalian Port as the node; Referring to the railway policy model, Dalian charges for road transportation at different distances but at the same amount; Focus on supporting the construction and development of Shugang Railway, Dayaowan Container Hub Station, Northeast container double-deck heavy-haul train and eastern border railway.
At the same time, large-scale economic hinterland will be formed around the port. From the perspective of supply chain integration, the port logistics service supply chain will be rebuilt, and the port and hinterland will be integrated into a multi-level logistics service chain with bonded area as the carrier, logistics channel as the link and inland port as the important link, so as to realize the common development of port and hinterland economy.
Accelerating the integration of ports into the international logistics system with the help of information technology
At present, many multinational logistics enterprises have achieved "first-class three networks", so we should use advanced information technology to speed up the integration of ports into the international logistics system in order to continuously increase trade opportunities.
In the process of building a smart city in our city, Wang Jian, an engineer of Haihui (Dalian) Software Co., Ltd., pointed out that smart logistics is indispensable. Smart logistics can not only greatly reduce the operating costs of manufacturing and logistics industry, but also continuously improve the third-party profit sources of enterprises, and also improve the modernization level of logistics industry in our city.
Wang Jian further explained that the so-called "smart logistics" is to collect information flows into a cross-domain operation center (CDOC) through quick means, and manage important information flows and various instructions flowing through different fields in real time, such as land and sea transportation, terminal use, traffic flow, logistics distribution process, goods movement process, logistics node status, etc. After that, through sorting, induction and analysis, we can provide more scientific decision-making and take effective actions for all aspects of the problem.
Cong Jian, a senior economist of Dalian Ocean Shipping Company, suggested that the port should have the function of logistics information port, and use information technologies such as bar code, database technology, electronic ordering system, electronic data exchange, rapid response and effective customer feedback, and resource management system to establish a network platform covering production, circulation, warehousing and transportation enterprises in the port area, so as to realize the full interconnection and sharing of information among enterprises, customers and relevant management institutions, and form ports and ports, ports and customs, ports and shippers, and resources management systems.
