Hunan Provincial Expressway Construction and Development Corporation (hereinafter referred to as the Corporation) and Hunan Provincial Expressway Administration Bureau (hereinafter referred to as the Provincial High-level Administration Bureau) were established with the approval of Hunan Provincial People's Government and the Provincial Organization Committee on March 20 1993 and April 20 1998, respectively, and they are "two brands, one team and one office".

Provincial Senior Management Bureau directly manages 12 departmental highway management offices, 1 monitoring center, 3 road administration brigades and 1 cooperative company (Changyi Expressway Co., Ltd.). As of May 2009, it directly administered 24 project construction companies, 5 investment companies and 7 expressway project preparation groups.
