The industry is managed by the local association of real estate appraisers and brokers, and also by the local real estate administration. The qualification level belongs to the management of real estate administrative departments at or above the provincial level (provincial housing and construction department or national housing and construction department), and the fees and operations are supervised and managed by the local price bureau and the industrial and commercial bureau like ordinary enterprises.
Real estate appraisal companies generally have three-level qualifications. Around 2007, they used to engage in evaluation business by region. That is, the first-level institutions practice nationwide, the second-level qualifications practice in the whole province, and the third-level institutions practice locally. But now, the qualification grade has abolished the geographical restriction, and only the purpose of real estate appraisal is stipulated according to different qualification grades. In other words, even if it is a third-level qualification, it can undertake real estate appraisal business in the country, but it cannot undertake judicial proceedings and other businesses.
