State-owned shares of private enterprises are state-owned enterprises?

Legal analysis: state-owned holding enterprises are also considered state-owned enterprises, but they are not completely owned by the state. They are partly state-owned according to the share of equity, and the equity is above 50 (excluding 50), which is somewhat different from the state-owned enterprises with all assets.

1. Article 5 National companies and companies engaged in import and export business approved by authorized departments in the State Council or the State Council shall be approved and registered by the State Administration of Market Supervision. Chinese-foreign equity joint ventures, Chinese-foreign contractual joint ventures and foreign-capital enterprises shall be approved and registered by the State Administration of Markets or the local market supervision and administration departments authorized by the State Administration of Markets.

Subsidiaries of national companies, enterprises established with the approval of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government or their authorized departments, and companies engaged in import and export business shall be approved and registered by the market supervision and administration departments of provinces, autonomous regions and municipalities directly under the Central Government.

Other enterprises are approved and registered by the municipal and county (district) market supervision and management departments.

Article 6 Registration authorities at all levels shall establish enterprise legal person registration files and registration statistics systems, grasp basic information related to enterprise legal person registration, and serve the development of planned commodity economy.

The registration authority shall, according to the needs of the society, carry out planned services to provide the society with the registration information of enterprise legal persons.
