It is a Sino-Japanese joint venture established by Wuhu Haichuang Industrial Co., Ltd. under China Conch Venture Holdings Co., Ltd. and Kawasaki Heavy Industries Co., Ltd. of Japan. It is a joint venture company, not a state-owned enterprise.
