Small towns: increasing farmers' income to a new level

The west bank is famous for its steel, and it is also rich because of it. The steel production capacity of Ruifeng, Jinyou and Taifeng reached 5 million tons, accounting for the vast majority of the town's estimated fiscal revenue of 500 million yuan. Xiaoji, Song Jiaying and other villages are crowded with factories and shops.

On the east coast, 20 villages including Huituo, Qianzhuang, Chengjian and Longwan have about 28,000 mu of cultivated land, but they are surrounded by sand dunes and the land is barren. For a long time, people have adopted the traditional planting mode, and the main source of income is only corn, peanuts and other field crops. The annual net income per mu is about 1000 yuan.

"How to solve the development problem of villages east of Shahe, vigorously adjust the agricultural structure, vigorously develop efficient agriculture, and take new steps in realizing sustained and stable income increase for farmers?" It has been put on the important agenda of the party Committee and government of small towns.

(1) In March 2009, the spring was chilly.

The large conference room of the town government was warm, and more than 500 women and farmers' representatives from Huituo, Qianzhuang, Chengjian and other villages gathered here to participate in the "Town Vegetable Association Establishment and Vegetable Planting Mobilization Conference". A "vegetable revolution" aimed at changing the history of small market towns began like this.

For the first time, the town organized 19 villages, 40 cadres and more than 600 people, and went to Shouguang, Dongtankou Village, Laoting County, Guoling Village and other advanced areas in Shandong Province in batches of 13, specially invited greenhouse vegetable experts to pass on scriptures and send treasures, and invited agricultural experts to the fields to explain the training. At the same time, it also introduced a support policy of subsidizing 2000 yuan per mu of greenhouses.

Soon, under the guidance of technicians, Qianzhuang, Longwan, Jiancheng and Beidong villages took the lead in developing vegetable greenhouses with an area of 350 mu. At the beginning of August of that year, tomatoes in greenhouses were picked and listed, and the first car was sent to Wuxi at the purchase price of 1.2 yuan per kilogram.

In the wait-and-see of many farmers, the farmer who took the lead in building the shed smiled: in the spring, the tomatoes recovered all the costs, and all the other crops earned! Zhai Zhanyi, a farmer in Zhuangzi Village, Dongbei, planted two crops of celery, and1early October 165438+ went on the market, catching up with the good market. "An acre can earn more than 3,000 yuan." Lao Zhai, who tasted the sweetness, built six greenhouses at once.

In line with this, the town party committee and government paid attention to the whole service and contacted more than 30 customers in Harbin, Shouguang, Tianjin, Beijing, Laoting and other places, ensuring the steady increase of vegetable prices in the town. Farmers invested a lot in building sheds in the early stage. To this end, small towns raised funds in various ways, and contacted financial departments such as Agricultural Bank of China and credit cooperatives to handle more than 700,000 yuan of funds for supporting agriculture such as Jinsuika and joint guarantee credit, thus solving the problem of funds for shacks. At the same time, 760,000 yuan of start-up funds for the second-phase shed reform will be distributed to farmers in time.

In early winter, the chill is getting stronger and stronger. Walking in the fields of small market towns, you can see the flourishing scene of building greenhouses and buckling cold sheds everywhere. By the first half of this year, Xiaoji Town had built a vegetable greenhouse 1980 mu, including a cold shed, with a benefit of about 6,000 yuan per mu, completely ending the history of "small collection without greenhouse".

It is an indisputable fact that the industry of small market towns is developed, and the planned 20 square kilometers Xiaoji Industrial Park has also been approved. Then, it is urgent to adjust the agricultural industrial structure and take the road of agricultural intensification and industrialization.

The rational circulation of farmers' land use rights has become the breakthrough of agricultural intensive industrialization.

On July 6, 2009, Huituo Village transferred 150 mu of land through land transfer, and officially launched the first phase of the Green Valley Comprehensive Ecological Park invested by Tangshan Green Valley Agricultural Products Co., Ltd. and the 200-mu organic green vegetable project based on the high-end technology of Sanyuan Bamboo Village in Shouguang, Shandong Province.

The start of this project shows people the "three-step transfer mode" actively explored by small towns to promote the efficient and orderly transfer of land, that is, the first step, villagers and village committees sign a land transfer entrustment agreement; Second, the village Committee signed a land transfer agreement with the town vegetable association; Step 3: The Town Vegetable Association signs a land re-circulation agreement with the land-use enterprises or business households.

Wan Kuaixing, secretary of the Party branch of Huituo Village and director of the village committee, calculated an account for the author: the first batch of 54 households 150 mu of land was transferred to Green Valley Company for operation, and the contract fee was charged at the minimum protection price of 900 yuan per mu per year. Farmers hand over the land management right to the company, and the first thing they get is the annual contract fee. "For them, not only are there no natural risks and market risks, but they can also get another salary by working for the company. This pair of income far exceeds the traditional planting mode dug in the soil in the past. " Wan Kuaixing said loudly: "Three-step circulation has improved land efficiency, made farmers happy and made enterprises worry!"

Nowadays, agricultural intensification and industrialized management are blooming everywhere in small towns:

-Tangshan Xinyuan Ecological Technology Co., Ltd. will invest 65.438+0.2 billion yuan to build a new cold storage, supporting processing workshops and two production lines in addition to building a 2,400-mu planting base. Processing, storing and selling 30,000 tons of quick-frozen green peas, quick-frozen sweet corn, quick-frozen diced carrots and quick-frozen green beans every year. Products are sold to Europe, America, Australia and other countries. After put into production, the annual sales can reach 265.438 million yuan, and it can be exported.

—— Zhu Jin Science and Technology Demonstration Park, located in the east of Longwan Village and covering an area of 400 mu. The first phase of the project has a total investment of 3.85 million yuan to build 55 high-standard winter-warm solar greenhouses and plant famous varieties such as peaches, grapes, melons, apples and colored peppers;
