Comrade Liu Changyu is well aware that scientific and technological innovation is the fundamental foundation for building high-quality projects. In many years of engineering planning and design work, combined with the actual construction of water conservancy projects, the basic idea of "bringing science and technology with engineering and innovating science and technology" was implemented, and a series of scientific research topics and special topics were presided over. He has won nearly 100 awards for major scientific research projects and water conservancy project planning and design projects, including 2 second prizes for national scientific and technological progress, 8 provincial and ministerial-level scientific and technological progress prizes (3 first prizes, 2 second prizes and 3 third prizes), 1 Dayu Award for National High-quality Water Conservancy Project, 9 provincial excellent survey and design prizes (4 first prizes, 2 second prizes and 3 third prizes) and so on.

Based on Jiping Main Canal Project, the first start-up project of South-to-North Water Transfer Project, Comrade Liu Changyu presided over the project "Research and Application of Key Technologies of Jiping Main Canal Project on the East Route of South-to-North Water Transfer Project", and put forward a new design method for long-distance canal system design and earthwork excavation and filling system balance for the first time; A new type of "four-prevention" structure, combined drainage and drainage of canal bed with composite material insulation, a new technology of crack-resistant, frost-resistant and durable high-performance concrete for canal lining, and an ecological restoration technology combining trunk root network with Tanza vegetation network, geogrid and coconut fiber network were developed. The dispatching automation system based on "equal capacity" control and the stability analysis and reinforcement technology of channel high slope were established, which filled a number of technical gaps and won the first prize of Shandong Science and Technology Progress in 2007 and the second prize of National Science and Technology Progress in 2008.

Comrade Liu Changyu actively organized and participated in the research of "mechanized lining equipment and construction technology for large passages", which filled the blank of mechanized lining technology, equipment and technology for large passages in China, not only ended the history of introducing mechanized lining equipment in China, but also broke the situation that European and American equipment monopolized the international market. The project "Mechanized Lining Technology and Equipment for Large Channels" won the first prize of Shandong Province in 2006 and the second prize of National Science and Technology Progress in 2007. On this basis, the first special technical standard of South-to-North Water Transfer Project in China, Technical Specification for Mechanized Construction of Canal Concrete Lining, was formulated.

At the beginning of the 20th century, the sustainable utilization plan of water resources in Shandong Province (2 1) is a major water conservancy strategic development plan determined by the provincial government on how to develop and utilize water resources in Shandong Province after entering the new century. As the deputy head and technical director of the planning working group, Comrade Liu Changyu made a comprehensive plan for the development and utilization of water resources in Shandong Province at the beginning of 2 1 century, closely combining with the actual situation in Shandong Province and using advanced concepts and scientific methods. The plan focuses on the sustainable utilization of water resources and the sustainable development of economy and society in Shandong Province, scientifically analyzes the relationship between water resources and economic and social development at the beginning of 2/kloc-0 century, and predicts different planning levels and years. According to the requirements of sustainable utilization of water resources and sustainable development of economy and society, a comprehensive and systematic plan is made from six aspects of water resources development, utilization, management, allocation, conservation and protection, and the basic ideas, objectives, tasks and requirements for solving the shortage of water resources in Shandong Province are put forward, and the engineering measures, non-engineering measures and guarantee measures for realizing the sustainable development of social economy in Shandong Province after entering the 2 1 century are determined, which is very important. Its achievements have become the main basis for Shandong Province to formulate the strategic plan for water conservancy development in the new century. Master Plan for Sustainable Utilization of Water Resources in Shandong Province in the Early 20th Century (2 1) won the first prize of excellent engineering survey and design in Shandong Province in 2003.

Since 1960s, a large number of irrigation projects have been built in Shandong Province. According to statistics, by 1998, there were nearly 60 large-scale irrigation areas with a designed irrigation area of more than 300,000 mu, with a designed irrigation area of 48,775,300 mu, including more than 30 irrigation areas from the Yellow River, 20 irrigation areas from reservoirs (including lakes) and 9 irrigation areas from rivers. However, due to the serious shortage of funds during the construction period, these irrigation areas can only be simplified from scratch. After long-term operation, it is seriously aging and disrepair, resulting in "congenital deficiency, acquired disorder, illness all over, and unsustainable". It is urgent to carry out water-saving reconstruction, and the project of "Water-saving reconstruction project for large irrigation areas in Shandong Province" was born. Liu Changyu is the technical director of this project. Since 1998, he has been responsible for the overall planning of large and medium-sized irrigation areas in the province, the feasibility study and preliminary design of some irrigation areas, and has studied and solved many technical problems of large irrigation areas. Supporting Construction and Water-saving Reconstruction Project Planning of Large Irrigation Areas in Shandong Province won the first prize of excellent survey and design in Shandong Province in 2002.

In view of many unresolved technical problems in the construction equipment and operation of various projects, combined with the actual situation of construction equipment and site, Liu Changyu conducted repeated research and experiments, invented and improved a number of construction equipment, and obtained 4 national patents (1 invention patents and 3 utility model patents).
