What does tobacco time mean?

Tobacco moment

judicial process

The metaphor used in Tobacco Moment refers to the competition between Universal Picture and Alliance One International, two major tobacco companies in the United States (also the top two in the world), to describe the way in which global financial markets use various surprises to beat each other. Last year, in order to expand the tobacco market in the world, two major tobacco companies broke out to bribe officials around the world. Global tobacco companies confessed to the U.S. Department of Justice the evils of bribery and promised to abide by the agreement of the U.S. Department of Justice within three years. In the end, the Ministry of Justice did not prosecute.
