The reporter learned from the press conference held by the Civil Aviation Administration on May 26 that in order to further enhance the civil aviation industry's ability to prevent impact risks and speed up the recovery and development of the civil aviation industry, the Civil Aviation Administration and the Ministry of Finance have seriously supported the operation of domestic passenger flights.

Research, approved by the State Council, the two departments jointly issued the "Notice on the phased implementation of financial subsidies for domestic passenger flights", from May 2/KLOC-0 to July 20, for domestic transport airlines.

Eligible domestic passenger flights are supported by subsidy policies.

Xiong Mouhua, director of the Finance Department of the Civil Aviation Administration, said that the policy focuses on ensuring the basic investment of the normal and safe flight of the civil aviation industry, and encourages airlines to reach the minimum number of flights required to maintain the stable operation of flights through subsidy policies, that is, 4,500 flights per day. When the average number of domestic passenger flights per week is less than or equal to 4,500, the financial subsidy mechanism will be started to subsidize all eligible flights. All domestic transport airlines that fly domestic passenger flights can apply. Specific projects included in the scope of subsidies

Conditions include that the average number of daily flights per week does not exceed the minimum number of flights; The average passenger load factor of each flight segment per week shall not exceed 75%; Actual flight income cannot cover variable costs. This kind of subsidy aims to "guarantee variable costs" and has a great influence on the actual income of flights.

Subsidize the losses after deducting variable costs, and the subsidy is limited to 24,000 yuan per hour.

Xiong Mohua said that through financial subsidies, all units of the civil aviation system and other related industries can operate effectively, stabilize the income and jobs of front-line employees, promote aviation industrial chains such as airports and air traffic control, extend upstream and downstream industrial chains such as manufacturing and tourism, maintain the stable operation of passenger flights, and increase the capacity of abdominal cabins, thus improving the total supply of air freight, which is conducive to giving full play to the role of aviation in "ensuring smooth flow" and promoting the stability of the supply chain of aviation logistics industry chain; Maintain the basic flight volume of the crew, lay a more solid safety foundation for the comprehensive recovery and development of the civil aviation industry, stabilize the basic supply of the air transport market, and enhance passengers' travel expectations and confidence.
