(1) Clarify government responsibilities and strengthen organizational guarantees. The "Measures" stipulate that the Demonstration Zone Management Committee shall establish the Jiyuan Demonstration Zone Patent Award Evaluation Committee, which shall consist of an office and an expert evaluation group.
(2) Clarify the award setting and reward amount. The "Measures" are reviewed every two years, with no more than 2 patent gold awards, no more than 3 silver awards, and no more than 5 excellence awards in each review. The amount of each award for the patent gold medal, silver medal and excellence award in the demonstration zone is 100,000 yuan, 50,000 yuan and 20,000 yuan respectively. For demonstration zone patents that have won the China Patent Award and the Henan Provincial Patent Award, according to the "Notice of the Office of the Jiyuan Industry-City Integration Demonstration Zone Management Committee on Issuing "Several Policies for Quality Improvement in the Jiyuan Industry-City Integration Demonstration Zone" (Jiyuan Management Office [2020] No. 37) shall be rewarded.
(3) Clarify the award conditions. The applicant is a patentee registered within the administrative area of ??the district and possessing independent legal personality. The applicant shall be a patentee who has a habitual residence within the administrative area of ??this district, and a patentee whose applied patent has been implemented in this city. Application for a patent should meet the standards of stable patent status, high quality of patent creation, good patent utilization efficiency, and strong patent protection capabilities.
(4) Clarify the review procedures. The review work of the "Measures" is carried out in accordance with the seven procedures of issuing notices, submitting applications, expert reviews, review publicity, social supervision, review results, and approval announcements.
(5) Clarify the accountability measures. If the applicant commits fraud and defrauds the Jiyuan Demonstration Zone Patent Award by improper means, the evaluation committee shall report it to the Demonstration Zone Management Committee for approval and then revoke the award, recover the certificate and bonus, and make them public. Applications at all levels and types shall not be made within 5 years. Reward and subsidy projects. If experts and relevant staff participating in the review work commit fraud or engage in malpractice for personal gain during the review process, the review experts will have their review qualifications revoked, removed from the expert database, and their competent departments or work units shall be held accountable in accordance with relevant regulations; staff members shall be prosecuted in accordance with the law Punishment will be given according to discipline.
