4. The academic level of candidates must meet one of the following conditions:
(1) Fresh undergraduate graduates with nationally recognized academic qualifications (including ordinary universities, adult universities, and adult universities held by ordinary universities) Fresh undergraduate graduates of higher education) and undergraduate students who can graduate by self-study examination and online education.
