First, the guiding ideology and requirements of the evaluation and engagement work
Guided by Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, we should conscientiously implement the Teachers Law, the new Compulsory Education Law and various policies and regulations on the evaluation and appointment of teachers, actively and steadily deepen the reform of the personnel system in primary and secondary schools, introduce competitive incentive mechanisms, break the tenure system for professional and technical posts, establish a new mechanism for the appointment of teachers in line with the professional characteristics of primary and secondary schools, and gradually realize the appointment system for teachers with professional titles.
The general requirement is that the evaluation and appointment of teachers' professional titles should be conducive to the implementation of quality education, education and teaching reform and the construction of teachers' team, adhere to the principle of leaning towards the front line of teaching and rural teachers, encourage teachers to love their jobs, selfless dedication, teach and educate people, strive to achieve good results, comprehensively improve the quality of education and teaching, and promote the sound and rapid development of education in the city.
Two, strictly grasp the scope of assessment, carefully grasp the reporting conditions.
According to the relevant regulations of the higher authorities, from this year on, the evaluation scope of teachers' professional titles in middle schools and primary and secondary schools is limited to teachers and full-time teaching and research personnel specializing in education and teaching in teaching and research departments, audio-visual halls, children's palaces and other educational institutions affiliated to schools at all levels and educational administrative departments. Full-time management and logistics service personnel who are not directly engaged in teaching in schools of all levels and types, and the staff of other institutions affiliated to education administrative departments at all levels cannot declare the titles of primary and secondary school teachers. Those who have been employed in the reform of the school personnel system have retired and cannot evaluate the titles of teachers. Education administrative departments and schools at all levels must implement the regulations, and it is strictly forbidden to expand the scope without authorization.
In order to better implement the curriculum plan of primary and secondary schools and promote the smooth implementation of quality education, according to the actual situation of compulsory education and ordinary high school courses in our province, from this year on, the High Committee of Primary and Secondary School Teachers' Position in our province has set up two new subjects, namely "comprehensive practical activities" and "general technology", and full-time teachers engaged in the teaching of these two courses can directly declare the corresponding secondary school teachers' positions.
To declare and evaluate the titles of middle school and primary and secondary school teachers, the following conditions shall be met:
(1) Having corresponding teacher qualifications.
(two) in accordance with the provisions of the "Regulations on the Trial Implementation of Teachers' Duties in Secondary Professional Schools", "Regulations on the Trial Implementation of Teachers' Duties in Middle Schools" and "Regulations on the Trial Implementation of Teachers' Duties in Primary Schools".
(three) with the "Teacher Law" provisions of the academic qualifications. Among them, teachers who have obtained postgraduate education through continuing education must continue to teach for more than 3 years after obtaining academic qualifications.
(four) computer application ability to meet the reporting requirements.
According to the national regulations and requirements, to declare middle and senior titles, you must obtain the national certificate of computer application ability examination for professional and technical personnel (all the required subjects are qualified); In line with the conditions for temporarily not taking the test or exempting the computer application ability test, it is necessary to provide an audit form for temporarily not taking the national computer application ability test for professional and technical personnel or exempting some subjects (modules), and issue relevant certification materials.
The scope of not participating in the national computer application ability examination for professional and technical personnel for the time being is: evaluating and hiring the titles of primary school (including kindergarten) teachers; Still working in the township (excluding street offices) directly under and below; Evaluate and employ junior professional titles; At least 50 years old at the end of this year; Meet the test-free requirements. Other personnel shall perform as required.
(five) foreign language scores in line with state regulations. Where there are foreign language requirements stipulated in the Trial Regulations on Professional and Technical Positions, it is necessary to obtain the transcripts of foreign language examinations for professional titles organized by the state before reporting. According to the Notice of the Provincial Personnel Department on Relevant Issues Concerning the Use Standard of the 2008 National Professional Title Foreign Language Proficiency Test (Lu Ren Ban Fa [2008] No.98), the scores of all languages, categories and levels in the 2008 National Professional Title Foreign Language Proficiency Test were 60, and the effective use standard of the whole province was 55. In line with the requirements of relaxing foreign language scores in the Notice on Improving Foreign Language Examination for Professional Titles (Lu Renfa [2007]19), the effective use standard of the whole province was relaxed to 45 points in that year, and the qualifications for deputy senior and intermediate professional and technical positions can be declared in that year.
According to the requirements of Lu Ren Ban Fa [2006] 108, since 2007, teachers in secondary normal schools (including teachers' further education schools) who apply for the qualifications of senior lecturers and lecturers should take the national foreign language level examination for professional and technical personnel, provide the notice of examination results and meet the corresponding requirements.

Every class hour must conform to the state regulations.

To declare and evaluate the professional titles of teachers in technical secondary schools and primary and secondary schools, it is necessary to declare in strict accordance with the methods of personal declaration, democratic appraisal recommendation, unit evaluation and declaration by the competent department stipulated in the Measures for the Evaluation of Professional and Technical Positions in Shandong Province (Trial) (Lu Renfa [2002] No.26).
Units in the organization to declare the recommendation, to set up an expert committee or academic committee with corresponding professional and technical positions (more than 7 people), to evaluate the academic and technical level of the applicant, and put forward a list of recommendations. According to the recommendation list put forward by the expert committee or academic committee, the unit comprehensively considers the applicant's moral character, performance, work ability, work attitude and other factors. , and determine the recommended candidates, after publicity without objection recommended to report.
Professional and technical personnel dispatched to the frontline work of earthquake relief in Sichuan shall be given priority in reporting and recommending according to the qualification reporting conditions for corresponding professional and technical positions.
All departments and units should carefully study the requirements of this series of professional and technical posts when organizing the declaration and recommendation, and organize the declaration in combination with the post setting. If the number of people with senior and intermediate professional and technical post qualifications has exceeded 15% of the number of corresponding posts that should be set up according to the Detailed Rules for the Implementation of Post Setting Management, it should be strictly controlled, and it is generally no longer recommended to declare.
According to the relevant provisions of the state, primary and secondary school teachers applying for the title of senior teacher must be audited by the education administrative department of the county (city, district) and submitted by the education and personnel department of the county (city, district). It is necessary to increase the transparency of work, implement sunshine operation, and put the whole process of evaluation and recommendation under the supervision of the masses. The specific procedures are as follows:

Technical secondary school teachers and senior high school teachers should gradually require a bachelor's degree or above to declare the title of a higher-level teacher; Those who have obtained a bachelor's degree and promoted to intermediate titles, and those who have obtained a master's degree or above and promoted to senior teacher titles are given priority under the same circumstances. After the end of August, 20065438+0, the personnel added to the teaching staff should generally have a bachelor's degree or above when evaluating the titles of middle school teachers and high school teachers.
4. Graduates of ordinary colleges and universities studying in 1970- 1976 may declare and review the corresponding professional and technical titles in accordance with relevant regulations, and their academic qualifications shall be filled in as "ordinary college classes".
(3) Works and scientific research achievements
From this year on, the high and middle school judges will no longer take the award-winning papers as the basis for judging, and will no longer accept the award-winning certificates, papers certificates or papers published in employment notices, problem sets, essays and supplements submitted by applicants. Papers, monographs, etc. , belonging to the conclusion of scientific research projects, won the prize of natural science or social science at or above the municipal level, which can be awarded as a scientific research project, and should be filled in and submitted in the corresponding column. In the recommendation and evaluation of papers, works and scientific research achievements submitted by applicants, we should not only look at the quantity, but also give full play to the role of peer experts, and comprehensively analyze and demonstrate the internal quality of papers and works, the scientific and technological content of scientific research achievements, transformation and application, and personal theoretical research ability. At the same time, it is necessary to conduct a comprehensive investigation in combination with the publishing level of published articles to determine the applicant's scientific research ability and level, as well as his mastery of the basic theoretical knowledge of the subject, and to confirm his true academic research level. To promote the qualification of senior lecturer, you should provide published papers and works representing your academic level; If you are promoted to the title of senior middle school teacher, you can provide your own experience summary, research report and experience exchange materials that reflect your education and teaching level without publicly publishing papers and works. Papers and works must be published before the end of August 2008.
The teaching and research ability of rural primary and secondary school teachers is mainly investigated by the school through the performance of teaching and research work, and the requirements for publicly publishing or publishing papers and works are appropriately relaxed.

"Double-qualified" teachers and teachers who have participated in the new curriculum reform training and obtained the certificate of completion will give priority to the evaluation and appointment of teachers' titles under the same conditions.
Attention should be paid to the teaching experience of primary and secondary school teachers in rural areas or weak schools. Primary and secondary school teachers added to the teaching staff after August of 20001year should generally have more than one year's teaching experience in rural schools or relatively weak schools when evaluating and hiring middle and senior teachers, and more than two years' teaching experience in rural schools or relatively weak schools when evaluating and hiring senior teachers. Teachers who taught before the end of August, 20065438+0, who have teaching experience in rural areas or relatively weak schools, will be given priority in evaluating and hiring teachers' titles under the same conditions.
(5) the performance of the class teacher.

(6) Putonghua problem
In order to fully promote the use of Putonghua and make Putonghua a classroom teaching language, teachers should seriously study and use Putonghua in teaching. From this year on, teachers under the age of 45 can't reach the second level of Putonghua, and in principle, they can't be promoted to a higher level of teachers' titles.
(7) promotion of professional titles.
In order to encourage outstanding talents to come to the fore, those who do not have the length of service, but do have a high professional level and have made outstanding achievements in education and teaching are allowed to declare the middle and senior titles of teachers. Exceptionally applying for teachers' series of senior titles must conform to the Guiding Conditions for Exceptionally Applying for Qualifications of Senior Professional and Technical Positions in Shandong Province (Trial) (Lu Renfa [2005]15) and the Guiding Conditions for Exceptionally Applying for Qualifications of Intermediate Professional and Technical Positions in Tai 'an City (Trial) (Tairenfa [2006]15). (9) Promotion of experimental technicians.

Six, strengthen organizational leadership, serious evaluation and employment work discipline.

The exception report shall meet the following conditions:
