Article 3 The water quality in the Jianhu Special Protection Area should meet the national surface water environmental quality standards for Class II (including Class II) and above; the water quality in the general protection areas should meet the national surface water environmental quality standards. The provincial environmental protection department should work with the Shaoxing Municipal People's Government and the Hangzhou Xiaoshan District People's Government to formulate a master plan for the protection of Jianhu Lake waters and supervise its implementation.
The environmental protection departments of the municipal and county (district) people's governments along the Jianhu waters and the township and town people's governments are specifically responsible for the protection and management of the Jianhu waters within their respective jurisdictions. Article 5 All units and individuals along the Jianhu waters have the obligation to protect the Jianhu waters from pollution, and have the right to supervise and report actions that pollute the Jianhu waters. Article 6 Within the protection scope of Jianhu Water Area, a total amount of pollutant discharge control system shall be implemented.
Within the protection scope of Jianhu Water Area, it is strictly prohibited to build or expand printing and dyeing, electroplating, papermaking, tanning, chemical industry and other projects that seriously pollute water bodies.
New construction, expansion, and reconstruction projects of other polluted water bodies within the protection scope of Jianhu Waters must be strictly controlled and strictly abide by national regulations on environmental protection management of construction projects. The water pollution prevention and control facilities of the construction project must meet the prescribed requirements and be designed, constructed and put into operation at the same time as the main project.
The existing water pollution prevention and control facilities of enterprises and institutions within the protection scope of Jianhu Waters must be in normal operation and must not be shut down or left idle without authorization. Article 7 Enterprises and institutions that already pollute water bodies within the protection scope of Jianhu Waters must complete the treatment tasks within a time limit in accordance with the treatment plan proposed by the environmental protection department.
Enterprises and institutions that pollute seriously and are difficult to control must be relocated or closed within a time limit. Article 8 Within the protection scope of Jianhu Water Area, a pollution discharge permit system shall be implemented. Units that discharge pollutants into water bodies must obtain a pollution discharge permit and strictly comply with the requirements stipulated in the permit. Article 9 Within the protection scope of Jianhu waters, if a water pollution accident occurs to a sewage discharge unit, emergency measures must be taken immediately to notify units and villagers (residents) who may be harmed by water pollution, and at the same time report to the local environmental protection department and accept Investigation and processing. Article 10 Within the protection scope of Jianhu waters, it is prohibited to discharge oil, acid, alkali, highly toxic waste liquid, industrial waste residue, tailings, garbage and other waste into the water body; it is prohibited to clean, store or store oil or other waste in the water body. Vessels, vehicles and containers of toxic pollutants; it is prohibited to pile up and store solid waste and other pollutants on lake shores; it is prohibited to use highly toxic or high-residue pesticides; when discharging hot wastewater into water bodies, it is necessary to ensure that the water temperature of the water body complies with the water environment standard.
Strictly control the discharge of domestic sewage within the protected area of ??Jianhu Lake Waters. Article 11 Ships passing through the Jianhu Special Protection Area are not allowed to discharge oily sewage or domestic sewage; when passing through the general protection zone, the sewage discharged must comply with the ship pollutant discharge standards.
In the Jianhu Special Protection Area, the number and tonnage of fuel-powered motor ships are strictly controlled. Specific control measures are formulated by the Shaoxing Municipal People's Government.
If a ship causes a water pollution accident within the protection scope of Jianhu waters, emergency measures must be taken immediately, and the ship must report to the navigation administration department and environmental protection department at the place where the accident occurred, and accept investigation and handling. Article 12 People's governments at all levels shall take measures to develop ecological agriculture, strengthen biological control, guide agricultural producers to rationally use chemical fertilizers, pesticides and plant growth regulators, and control pollution of water bodies. Article 13 Within the protected area of ??Jianhu Lake, it is prohibited to enclose lakes, fill rivers, or dig peat.
People’s governments at all levels and their water conservancy and other departments within the protection scope of Jianhu Water Area, as well as sub-district offices and village (residents) committees, should organize grass clearing, dredging, and cleaning in a planned manner every year.
