With the change and replacement of modern information carriers, the service function of university libraries has been continuously developed and deepened. As can be seen from Figure 6-5, with the development and evolution of a country or region from traditional economy-network information economy-knowledge economy, the service mode, service approach and service content of university libraries have changed, and they have experienced paper-based document service, network-based information service and knowledge service based on scientific and technological information service platform. With the development and evolution of service form and content, there has also been market segmentation in service object, which has changed from popular service to personalized service, which is manifested in the refinement of service object and service content, the flexibility and convenience of service mode and approach, and the invisibility of service means and process. In the process of these developments, the existing form of libraries has also changed from physical libraries to virtual libraries, thus entering a new mode of information service in university libraries-knowledge service. Under this new model, the traditional functions of the library, such as effectively maintaining collections, sorting out materials and managing books, have become inaccurate, and knowledge provision is the inevitable trend of the development of library functions. That is to provide users with knowledge services in the whole process of solving problems, and form knowledge products that meet users' needs through extraction, reorganization, innovation and integration. Therefore, the service function of university library is changing from the traditional provision of unit literature information to knowledge navigation, knowledge evaluation and information consultation. This requires university libraries to build a scientific and technological information service platform, and carry out in-depth development of information resources such as knowledge integration and reorganization through the platform system to meet the needs of scientific and technological work in universities in the new period.

Second, the demand analysis of scientific and technological information services in colleges and universities
The scientific research of scientific and technological workers in colleges and universities is an important source of new information, new knowledge and new achievements. However, in today's era of network, information society and knowledge explosion, how to collect, sort out, identify, process, analyze and process the massive knowledge and information from different channels is a realistic problem faced by the majority of scientific and technological workers. This requires the university library to change the traditional service mode and mode, adhere to the service object as the center, establish a knowledge library, and explore the new service functions and modes of the library under the network information environment.
According to the characteristics and needs of the clients, the information service needs of scientific and technological work in colleges and universities are highlighted in the following aspects:
First of all, starting from the service field, the research field system of specific disciplines and detailed scientific and technological information requirements are studied. That is to say, in the process of providing scientific and technological information services, university libraries need to seriously study and deal with the relationship between points and areas, not only to cover the scientific and technological information service needs of different disciplines, but also to carry out more comprehensive, systematic, in-depth and targeted scientific and technological information services in combination with the research fields of key disciplines in their own scientific research work;
Second, from the depth of service, from ordinary information inquiry to specific knowledge service needs in specific disciplines and professional research fields. As far as the requirements of scientific research are concerned, ordinary information query can no longer meet the actual needs in the current scientific research process, which requires university libraries to stop merely at the basic information query function. They must combine the specific research fields of the school, make full use of modern network and library information resources, and carry out in-depth and systematic reorganization, integration, fermentation and innovation on the basis of extensive collection and collation of a large number of relevant knowledge and information, so as to provide researchers with more targeted information and innovation needed to solve problems.
Third, from the service concept, from passive service to user-centered active service demand. The service work of university libraries needs to change from "resource-oriented" to "communication process-oriented" and then to "information users". The user-centered service system of university libraries should emphasize the status and initiative of users, and it is necessary to understand and design the relevant technologies and methods of library services according to users' purposes, needs and behavior patterns, so as to form a service system or model that is organically integrated into the modern information and knowledge environment.
Fourth, from the service mode, from popular service to personalized service demand. That is, modern university libraries need to change from "mass production and mass supply" with undifferentiated service objects to "order production and supply" with subdivided service objects, and provide professional knowledge and information needs through our library; Through the personalized service platform, according to the professional characteristics and research interests of different objects, personalized push and real-time consulting services are provided.
In a word, the realistic demand of scientific research development in colleges and universities and the great changes in the media such as network, information and knowledge objectively require university libraries to give full play to the advantages of network resources and talents, and build a scientific and technological information service platform based on knowledge services suitable for their own discipline characteristics and research needs, so as to provide more powerful services and support for the development of scientific and technological work in colleges and universities.
Thirdly, the planning and design of university science and technology information service platform system under the network environment.
According to the contents and requirements of the above Requirements for Information Service of Scientific and Technological Work in Colleges and Universities, the functional advantages of university libraries in internal and external network resources, knowledge information collection and arrangement, storage and processing integration, reference and consultation, contact and cooperation, etc., are fully utilized, and a platform system of scientific and technological information service of university libraries based on knowledge service is constructed (Figure 6-6). The system includes the following five components: ① Service object system. From the overall characteristics of the service target of the planning and design of this sci-tech information service platform, although the service target is generally the scientific research work of colleges and universities, this target can be further subdivided into more specific research targets (including: specific disciplines, research fields and directions, research topics and research contents) and researchers (including: research echelon, academic leaders, academic backbones and all researchers involved).
