According to the "Lüliang City Key Laboratory Accreditation Management Measures (Trial)", the establishment of a key laboratory must meet the following conditions:
(1) There are relatively concentrated experimental buildings and The office space and laboratory area are more than 500 square meters; it has relatively advanced scientific research conditions and facilities, and the original value of the instruments and equipment is more than 5 million yuan.
(2) Engage in basic research, applied basic research and revolutionary key technology research in this field, with a condensed research direction, obvious characteristics and advantages, in line with the strategic goals of economic and scientific and technological development, and with research strength and level within this field. The field or industry is at the forefront of the province.
(3) Have high-level academic leaders and corresponding research teams focusing on the research direction, with no less than 15 fixed scientific researchers, a certain talent training and introduction mechanism, and the ability to undertake major scientific research tasks ability.
(4) Have been engaged in research in the field for more than 3 years, have undertaken scientific and technological planning projects at or above the municipal level, have corresponding invention patents or independent innovation results, or have published high-level scientific and technological papers.
(5) Implement a relatively independent management mechanism for human, financial and material resources, have a good foundation for industry-university-research cooperation, standardized management, sound rules and regulations, reasonable operating mechanisms, and be able to be open to the outside world and play a leading and radiating role.
(6) The supporting unit can ensure the construction funds and operating funds of the key laboratory, create a good environment and conditions for the construction and development of the key laboratory, and provide necessary support. If the supporting unit is an enterprise, the proportion of R&D investment in the main business income in the past three years shall not be less than 3%.
