Professional title categories are different.
Certified engineers generally have to take the national unified examination (i.e. professional qualification examination) to obtain it. They refer to personnel who have the ability to operate, design, manage and evaluate engineering systems. The title engineer is usually reserved for those who hold a professional degree or equivalent work experience in one of the fields of engineering. This is available across the country, with only industry restrictions. Patent engineers working in patent agencies are relatively professional patent engineers. Those who pass the national patent agent examination are patent agents. The patent agent examination is the same as the judicial examination. The passing rate is not high. There are also many who work in agencies. More senior patent engineers have also failed to pass the patent attorney exam.
