Regarding the patent conflict application, if the application is filed before the filing date but not published for the record, does it still constitute a conflict application after the application?

A applied for a patent for a stool on June+10/October 1 day, 65438, and published it on May 1 day.

B applied for the patent of the same stool in February 1 year, so the patent of A constituted a conflicting application of B, and B could not authorize it.
