II. Confidentiality
1. Scientific and technological achievements that exceed or reach the international advanced level, have important economic value and can significantly improve the competitiveness of Chinese products in the international market;
2. Scientific and technological achievements that play an important role in opening up and expanding the international market of Chinese products, as well as the core parts of unique technical know-how, important equipment and traditional technology in China and our province;
3. The key technologies for innovation and transformation of imported technologies, equipment and instruments are not available or disclosed abroad.
III. Secrets
1. Projects that have significantly improved the existing technology or process and have certain economic value, and will cause certain technical and economic losses once leaked;
2. It belongs to the unique animal and plant species, precious germplasm resources and marine resources in China and our province;
3. New products and processes that have been successfully researched by introducing foreign technical data, such as scientific and technological projects that may cause patent or technical rights disputes abroad;
4. Important information, samples and their sources that need to be kept confidential.

1. For scientific and technological projects (invention award, natural science award and scientific and technological progress award) that have won national awards, the project reporting unit shall put forward classified opinions, which shall be reviewed by the Provincial Science and Technology Commission and reported to the State Science and Technology Commission for examination and approval.
The projects of the State Council's units stationed in Shandong must be reported to the competent department and the State Science and Technology Commission to determine the classification, and copied to the Provincial Science and Technology Commission.
