After the patent is terminated, can others apply for a similar patent?

The termination of patent right, within the scope of patent law, should refer to expiration and gratuitous termination. In both cases, anyone can apply for a patent on the same or similar subject. However, considering that the technical scheme of the terminated patent has been made public, the patent with the same theme concept may not be authorized in the later stage. The applicant can make creative improvements on the basis of terminating the patent before applying for authorization.
