People's governments at all levels and their relevant departments shall commend and reward individual industrial and commercial households that have made remarkable contributions to social and economic development. Article 3 The relevant administrative departments of the people's governments at or above the county level shall provide services for the business activities of individual industrial and commercial households within the scope of their duties, and conduct supervision and management according to law.
The relevant administrative departments of the people's governments at or above the county level shall promptly announce the supervision and management information to individual industrial and commercial households, announce the supervision and management system, and standardize the supervision and management behavior. Article 4 People's governments at all levels and their relevant administrative departments shall, in accordance with the provisions, implement preferential policies for those who meet the minimum living guarantee conditions, laid-off workers, college graduates, retired soldiers and other self-employed personnel who meet the prescribed conditions.
Foreign personnel engaged in individual business activities in the local area enjoy the same treatment as local individual industrial and commercial households. Article 5 The relevant administrative departments of the people's governments at or above the county level shall simplify the procedures for handling the relevant licenses of individual industrial and commercial households, and disclose the relevant systems, conditions and procedures for matters requiring approval or filing. Article 6 The business license is the legal certificate for individual industrial and commercial households to engage in business activities, and no unit or individual may withhold or revoke it except the market supervision and management department. Seventh individual industrial and commercial households enjoy the following rights in production and business activities:
(a) to enjoy the naming right of the approved and registered brand name according to law;
(two) to operate independently according to law within the scope of approval and registration;
(3) Hiring, recruiting and dismissing employees and apprentices according to law;
(four) to apply for the patent right and the exclusive right to use a registered trademark according to law;
(5) Engraving the business seal and contract seal with the business license;
(six) in addition to the national guidance price and state price, to set their own commodity prices and service charges;
(seven) to open an account in a bank or other financial institution and apply for a loan;
(eight) other rights stipulated by laws and regulations. Eighth employees of individual industrial and commercial households have the right to declare according to law and obtain the corresponding professional and technical qualifications. Professional and technical personnel of individual industrial and commercial households participate in professional and technical qualification assessment and enjoy corresponding preferential treatment. Ninth to encourage and support individual industrial and commercial households to actively participate in social welfare activities. Article 10 The production and operation rights and interests of individual industrial and commercial households are protected by law, and any organization or individual is prohibited from apportioning to individual industrial and commercial households.
Individual industrial and commercial households have the right to refuse to issue bills of charges and fines uniformly printed (supervised) by the financial department, and report to the relevant administrative departments. (3) establishing business account books according to law and paying taxes and fees;
(four) honest and trustworthy, law-abiding business, responsible for users and consumers;

(six) to protect the legitimate rights and interests of employees and apprentices and pay their labor remuneration in full and on time;
(seven) accept the supervision and management of the relevant administrative departments according to law;
(eight) other obligations stipulated by laws and regulations. Fourteenth individual industrial and commercial households shall sign written labor contracts with employees and apprentices according to law and pay social insurance premiums. It is not allowed to collect deposits from employees and apprentices and detain valid certificates such as resident identity cards, and it is not allowed to forcibly maintain or terminate labor relations by other illegal means. Fifteenth individual industrial and commercial households shall not sign an agreement with employees and apprentices to exempt or reduce their responsibilities due to production safety accidents. Article 16 It is forbidden to recruit or disguise child labor. It is forbidden to abuse, insult, corporal punishment, beat and detain employees and apprentices, and it is forbidden to instigate, seduce or coerce employees and apprentices to engage in illegal activities. Article 17 Whoever, in violation of Article 6 of these regulations, illegally withholds the business license of individual industrial and commercial households shall be ordered by the administrative department to return it, and the administrative responsibility of the person directly responsible shall be investigated according to law; Causing economic losses, compensation according to law.
