Due to work needs and after research and approval, some public institutions in the Lujiang County health care system have openly selected and transferred staff from both inside and outside the county. The matters related to the selection and transfer work are hereby announced as follows:

1. Selection and transfer Plan

2. Scope of selection and transfer

1. County Center for Disease Control and Prevention, County Health Supervision Office: on-the-job personnel from public institutions outside the county (full financial support for public institutions);

2. County Maternal and Child Health and Family Planning Service Center: On-staff and employed personnel from public institutions inside and outside the county (full financial support for public institutions).

3. Selection and transfer conditions

1. Support the party’s line, principles, and policies, be loyal to the party’s cause, have good job obedience, have strong work ability and sense of responsibility, and have good Professional ethics and physical health;

2. Have a nationally recognized undergraduate degree or above;

3. Work for 3 years or more (work experience is calculated until January 27, 2022 Day);

4. Have passed the annual assessment (including the trial period assessment) in the past three years (2018-2020) and above;

5. Be 35 years old and below (those born on or after January 27, 1986 shall be subject to a valid resident ID card, and so on for other age-related matters);

6. Possess the corresponding qualification certificate or practice certificate required for the position;

7. Other conditions required by the position.

Those who have any of the following circumstances are not allowed to apply: ① Those who have failed the annual assessment in the past 3 years; ② In the past 3 years (from January 1, 2019 to the present), they have left their posts without permission or have not been on duty for the entire year. 10 working days and above; ③ Those who are subject to party and government disciplinary sanctions or are undergoing case review; ④ Persons who are still serving in our county; ⑤ Those who have been identified by the government human resources and social security department as having examination disciplinary violations and are during the suspension period Personnel within; ⑥ According to relevant regulations, they cannot participate in the selection and transfer of other situations.

IV. Selection Procedures

The selection work shall be carried out in accordance with the procedures of open registration and qualification review, examination, inspection, public announcement, transfer, and employment.

(1) Open registration and qualification review

Registration by email is uniformly carried out, and each person is limited to one position.

Registration start and end time: from the date of this announcement to 17:00 on February 28, 2022 (subject to the time of email sending), late registration will be deemed invalid.

After the registration is completed, the County Health Commission and the County Human Resources and Social Security Bureau will review the qualifications of the applicants in accordance with the relevant qualifications. The number of people who pass the qualification examination and the number of job selection and transfer plans must reach the ratio of N+1 (N is the number of selection and transfer plans) before selection and transfer can be carried out. If the number is not reached, the number of selection and transfer plans will be reduced or canceled accordingly.

The list of candidates who have passed the qualification review will be announced in the personnel recruitment column of the Lujiang County Government website within 5 working days after the registration deadline.

The information filled in by the applicants must be true and correct, and the majors filled in must be consistent with the majors on the graduation certificate. Anyone who passes the qualification review due to fraud will be disqualified from the examination and employment once verified.

Anyone who has a marital relationship, direct blood relationship, collateral blood relationship within three generations or close marriage relationship with the person in charge of the selection unit shall not apply for the organization (personnel), disciplinary inspection and supervision, auditing and financial positions of the public institution. Positions; those who have the above-mentioned relationships with existing employees are not allowed to apply for management positions that form a direct superior-subordinate leadership relationship after taking the job, as well as positions that are clearly to be avoided in the "Personnel Management Avoidance Regulations for Public Institutions".

(2) Examination

If the number of people who actually pass the qualification examination for each position is 30 or less, the examination will be conducted directly by interview. For applications with more than 30 people, a combination of written examination and interview will be used.

1. Written test. The written test subject is "Comprehensive Knowledge", which mainly tests the basic knowledge, basic qualities and abilities necessary for candidates to perform their job responsibilities. The content mainly includes basic knowledge of Chinese language, current affairs and politics, official document processing, and professional ability test. The written test lasts 120 minutes and is worth 100 points. The minimum passing score for the written examination is 50 points. Candidates must reach the minimum passing score before entering the next stage.

2. Interview. For those who participate in the written test, shortlisted candidates for the interview will be determined in a ratio of 1:3 based on the order of written test scores from high to low. Those shortlisted candidates with the same last score will be determined as interview candidates. If the number is less than the prescribed proportion, it will be determined based on the actual number of participants in the written test (the written test score must be within the minimum passing score line). If interviews are conducted directly, those who pass the application qualification review will be shortlisted for the interview.

The interview will be conducted using a structured interview method, using a hundred-point system, with on-the-spot scoring and on-the-spot scoring (interview scores will be retained to 2 decimal places, and the third decimal place after the decimal point will be rounded off). The minimum qualifying score for the interview is 60 points. Candidates who do not reach the minimum qualifying score will not advance to the next stage.

The specific time and location of the written test and interview are subject to the written test admission ticket and interview notice.

3. Score synthesis. For applicants who take the written test, the total test score will be combined based on the written test score and the interview score in a ratio of 4:6 (the total test score will be retained to 2 decimal places, and the third decimal place will be rounded); for those who will be interviewed directly, the interview score will be the total test score.

(3) Inspection

According to the planned number of job selection and transfer, the shortlisted candidates will be determined in a ratio of 1:1 based on the total test scores from high scores to low scores. If there are no shortlisted candidates, If the total scores of the examinations are tied, the candidates will be determined in the order of those with higher interview scores, those with higher full-time academic qualifications, those with higher professional titles and qualifications, and those who entered the public institutions earlier.

The inspection is based on the standard of having both ability and political integrity, and according to the requirements of the selected position, focusing on the political ideology, moral character, work performance and performance, annual assessment, compliance with laws and regulations, integrity and self-discipline, and position. adaptability and mental health, and at the same time re-check whether the subject meets the qualifications for the selected position, whether the application information and relevant materials provided are true and accurate, and whether there are any situations such as avoidance of application.

According to the spirit of documents such as the "Implementation Opinions on Accelerating the Construction of Credit Supervision, Warning and Punishment Mechanisms for Dishonest Persons Subject to Enforcement" (Wanbanfa [2017] No. 24), at the end of the inspection, the object of inspection is still untrustworthy. If there are vacancies due to candidates failing during the inspection process or voluntarily giving up, applicants for the same position will be ranked from high to low based on the total test score.

(4) Public announcement and transfer

1. Public announcement: Qualified candidates will be announced for 3 days. If any personnel who do not meet the requirements are found, their qualifications for transfer will be cancelled, and no replacement will be made.

2. Candidates for transfer must go through transfer and other related procedures within the specified time. If they fail to do so, their qualifications will be cancelled. Selection and transfer qualifications, vacancies will not be filled.

(5) Employment

If there is no objection after the public announcement period or if the problem raised does not affect the selection and employment, the transfer and employment procedures shall be handled in accordance with the relevant procedures. The transferred personnel must terminate the employment relationship with the original employing unit and sign a new "Public Institution Employment Contract" with the selecting unit. The selected personnel must be in the vacant positions stipulated in the newly hired unit's job description and go through the appointment procedures in accordance with the relevant regulations of competitive recruitment. If there are no corresponding vacant positions, they will be hired to the corresponding vacant positions.

V. Epidemic Prevention Requirements

1. Candidates are required to apply for the "Health Code" in advance from the date of registration, click on the "Communications Big Data Itinerary Card" and authorize verification of personal itinerary. At the same time, the green code status is maintained through "click verification" every day. Do a good job of daily body temperature measurement and health monitoring, and continue to pay attention to the status of the "Health Code" and "Communication Big Data Itinerary Card". 2. Candidates need to have their body temperature measured (forehead temperature is lower than 36.8℃, armpit temperature is lower than 37.3℃), the "Health Code" displayed after scanning the code is a green code, the "Communications Big Data Itinerary Card" has no experience in medium and high-risk areas, and no abnormal health conditions can enter. Be sure to strictly use alcohol disinfectants to disinfect your hands before entering relevant places, and always maintain a safe distance.

3. Candidates whose "Communications Big Data Itinerary Card" shows a history of living outside Hefei 14 days before the exam must provide a negative nucleic acid test report within 48 hours before the exam, or be able to produce a nucleic acid test report including a nucleic acid test within 48 hours. Health code proving negative test (i.e. nucleic acid test sampling time is 2 days before the exam and later).

4. Candidates from outside the province implement the "two nucleic acid tests" epidemic prevention measures, that is, candidates must have a negative nucleic acid test report 48 hours before arrival and a nucleic acid test report taken 24 hours after arrival and before the exam. 5. According to the latest epidemic prevention and control requirements, people who belong to the following categories are not allowed to take the exam: those who have a history of traveling to medium- and high-risk areas in the country within 14 days before the exam; those who are in the isolation period and health monitoring period (inclusive) Hong Kong and Taiwan) and their close contacts; discharged confirmed cases and asymptomatic infected persons who are in the health monitoring period; close contacts and sub-close contacts who have not yet been released from control; those with fever, fatigue, cough, sputum production, sore throat, diarrhea, Those with physical abnormalities such as vomiting, reduced sense of smell or taste, or who have not ruled out the risk of infection are not allowed to take the exam.

6. If candidates develop symptoms such as fever, fatigue, cough, difficulty breathing, diarrhea, etc., please truthfully report to the local disease control department and seek medical attention promptly. Those who have symptoms of physical discomfort during the written examination should report to the staff immediately and You must obey the management of the staff and only enter the isolation examination room to take the examination after being judged by the epidemic prevention and control staff stationed at the examination site. 7. Candidates must prepare disposable medical masks in advance for all aspects of the exam and wear them throughout the process except for identity confirmation and interview questions.

8. During the preparation period, candidates should maintain good hygiene habits and work and rest patterns, take personal protection, reduce personal contact, and add or remove clothing according to temperature changes to prevent colds.

9. All candidates must consciously abide by relevant epidemic prevention requirements and local personnel control policies.
