Chapter I General Provisions Article 1 In order to speed up the training of highly skilled personnel in this Municipality and promote the implementation? Strong city with talents? Strategy, realization? Twelfth Five-Year Plan? During this period, the multiplication target of skilled personnel training is based on the Medium-and Long-term Plan for the Construction of High-skilled Personnel Team (20 10? Notice in 2020) (Zhong Zufa [201]1) and the Provincial Government's Implementation Opinions on Strengthening Vocational Training to Promote Employment (Su Ban Fa [201]1)
Article 2 The term "highly skilled talents with outstanding contributions" as mentioned in these Measures refers to senior technicians, technicians and technical experts with outstanding contributions in Nanjing.
Article 3 The Nanjing High-skilled Talents Appraisal Committee consists of professional managers and related experts from the Municipal Human Resources and Social Security Bureau, the Municipal Economic and Information Commission, the Municipal Finance Bureau and the Municipal Federation of Trade Unions. The review committee consists of an office located in the Municipal Human Resources and Social Security Bureau, which specifically undertakes the review and reward work.
Chapter II Application Conditions Article 4 In the enterprises and institutions (including ministries and commissions, provincial units stationed in Nanjing and non-public enterprises) within the jurisdiction of this Municipality, all front-line workers who support the Four Cardinal Principles, love the motherland, abide by laws and regulations, have good professional ethics and dedication to their posts, have the qualifications of senior technicians (national vocational qualification level I) and technicians (national vocational qualification level II), have achieved work performance in the past two years and meet one of the following conditions.
( 1)? Senior technician with outstanding contributions in Nanjing? Declaration conditions
1, the skill level of this profession (type of work) is in a leading position at home and in the province, and it can solve the' key technical problems' in production and scientific research or have inventions, patents, stunts and unique skills, and achieve greater economic or social benefits;
2. Won? Chinese Skills Award? 、? National technical expert? Or? Jiangsu province technical expert? Ownership holder;
3. Personnel who have made outstanding achievements in the training of high-skilled personnel and skills transfer and have great influence in the whole country, the whole province and the whole city.
(2)? Nanjing has excellent technicians? Declaration conditions
1, the skill level is in the leading position in the province and the city in this occupation (type of work), and it can solve important technical problems in production and scientific research and achieve remarkable economic or social benefits in technological innovation, transformation or production practice;
2, many times in the national, provincial or municipal vocational skills competition has achieved excellent results;
3. Personnel who have made outstanding achievements in cultivating reserve skilled personnel and imparting skills and have great influence in the city.
(3) Nanjing technical experts
1, with the leading skill level of this enterprise and the same industry, and summed up advanced operation methods in a certain production field, and achieved remarkable economic and social benefits;
2. Those who have high technology in this occupation (type of work) and have made outstanding contributions in training apprentices and imparting skills;
3. Those who have won the top six skills competitions at the municipal level or the top ten skills competitions at or above the provincial level;
4. Persons who have made important contributions in technological innovation, transformation, tackling key problems or putting forward reasonable suggestions, and achieved remarkable economic and social benefits, and have great influence in the whole city.
Chapter III Application Materials Article 5 Application materials for highly skilled talents with outstanding contributions in Nanjing shall be submitted in accordance with the following requirements.
(1) Nanjing Senior Technician and Technician Declaration Form or Nanjing Technical Expert Declaration Form;
(2) Candidates' deeds 1500 words;
(three) the main scientific and technological achievements of the candidate;
(4) Copies of the candidate's professional qualification certificate and honorary certificate;
A4 paper is uniformly used for copying materials or printing materials. The binding sequence of materials is: cover, declaration form, deeds, professional qualification certificate, honorary certificate or award-winning certificate (from top to bottom), unit certificate and circumstantial evidence.
Chapter IV Application Selection Procedures Article 6 The application for highly skilled talents with outstanding contributions in Nanjing shall be organized and implemented according to the following procedures:
(1) After the internal review is organized by the unit and publicized, according to the declared items, the "Nanjing Excellent Senior Technician and Technician Declaration Form" or "Nanjing Technical Expert Declaration Form" shall be filled out respectively, and the recommendation opinions shall be signed on the candidate declaration form, and the official seal shall be affixed.
(two) the candidate's unit shall report to the corresponding competent department for examination and approval according to the affiliation. The competent department shall sign the audit opinion and affix the official seal on the "Nanjing Senior Technician and Technician Declaration Form" or "Nanjing Technical Expert Declaration Form" and the candidate declaration form.
1, the subordinate units of the districts and counties shall be reported to the Human Resources and Social Security Bureau of the districts and counties for review;
2, the municipal department in charge of industry subordinate units reported to the competent department for examination;
3, provincial units, enterprises directly under the city, joint ventures reported to the municipal high-skilled personnel review committee office audit;
4, private and other units without competent departments, audited by the District Human Resources and Social Security Bureau.
Article 7 The office of Nanjing High-skilled Talents Evaluation Committee shall, after preliminary examination of the completeness and validity of the application materials, report to the Municipal High-skilled Talents Evaluation Committee for evaluation.
(a) the expert members of the Nanjing High-skilled Talents Appraisal Committee make a comprehensive evaluation of the application materials of the candidates, the recommendation opinions of their units and the audit opinions of the competent authorities, and vote to determine the candidates.
(2) The list of candidates determined by the Nanjing High-skilled Talents Appraisal Committee and related deeds are publicized on the website of Nanjing Human Resources and Social Security.
(three) according to the publicity results, finally determine the list of technical experts in Nanjing. Among them, Nanjing has made outstanding contributions to the list of senior technicians and technicians candidates submitted to the municipal government for approval.
Chapter V Commendation and Reward Article 8 The highly skilled talents who have made outstanding contributions in Nanjing are selected and commended once every two years. Among them, there are no more than 40 senior technicians and technicians who have made outstanding contributions in Nanjing, and no more than 80 technical experts in Nanjing.
Ninth won the honorary title of senior technician with outstanding contributions in Nanjing, giving a one-time reward of 9000 yuan; Won the honorary title of outstanding technician in Nanjing, giving a one-time reward of 5000 yuan; Won the honorary title of Nanjing technical expert, giving a one-time reward of 2000 yuan.
Tenth Nanjing City has made outstanding contributions to the high-skilled personnel award in the city re-employment special funds charged.
Article 11 Those who have won the title of senior technician, technician and technical expert with outstanding contributions in Nanjing can give priority to the declaration and selection of municipal model workers and chief technicians of provincial enterprises.
Chapter VI Supplementary Provisions Article 12 If senior technicians and technicians who have made outstanding contributions in Nanjing resort to deceit to obtain honors, their honorary titles shall be revoked after verification and approval by the issuing authority (the revocation of the title of municipal technical expert shall be approved by the Municipal Human Resources and Social Security Bureau), their allowances and rewards shall be recovered, and their selection qualification shall be cancelled.
Article 13 These Measures shall come into force as of July 65438, 20 1 year. The Measures for the Selection and Incentive of Nanjing High-skilled Talents (No.40 [2004] of Ninglao Social Training) implemented in June 65438+1October 65438+September 2004 shall be abolished at the same time.
